The issue of indiscriminate urban expansion is not uncommon in Africa. It has created haphazard, unplanned, and unapproved development that negatively affected urban planning for cities in the Niger Delta Region in Nigeria. In Washington, DC, historical data are used to adequately size for rainfall events, and efforts to increase stormwater management requirements are fought against by internal stakeholders. In urban planning, extreme rainfall events, that may occur more frequently than expected, are often not a consideration when designing for green infrastructure facilities.
