This paper underlines the process through which we have arrived at the indicators for various thematic nodes to measure and evaluate interventions or comprehensive pilots in rainfed areas. We conceptualize a simple four stage process, i.e., ‘objective or goal formulation’, 'means finding', 'targets settings' and 'indicator identification', which we refer to as OMTI (Objective-Means-Target-Indicators) framework. In indicator literature, this kind of framework can be categorized under "thematic framework" or "goal oriented framework". Reservoirs are Man’s attempt towards water re-distribution from regions/seasons of abundance/surplus to regions/seasons of scarcity. This study focuses on socio-environmental impacts of the Lower Usuma dam in Abuja, on its four surrounding communities. Stratified random sampling technique was employed in the administration of a questionnaire to 200 respondents. Using descriptive statistics and the student t-test for the analysis, the study discovered that: (i) there has been no significant improvement in infrastructure provision by Government; (ii) cases of water-borne diseases are high; (iii) the communities have lost land for cultivation; and, (iv) the communities believe that the resettlement scheme is not …

This report provides a literature review of climate change facts and projections globally, for Europe, Mediterranean and Cyprus until the end of the 21st century. It focuses on climate change effects in Cyprus by sector and presents specific recommendations on the implementation of a proper adaptation strategy. The report is based on a review of the most important recent studies on climate change, including reports from international organizations as well as European and Mediterranean authorities and research institutions. The report has also benefited from information gathered through personal communication of the authors with public authorities, non-governmental organizations and researchers.

This paper analyzes the expansion of sanitation services in rural areas after the closure and rehabilitation of rural dumpistes having as deadline July 16, 2009. Following this period local authorities are forced to collect and dispose the waste generated in urban landfills from proximity until the transfer stations will be operational. Most of the rural population has no access to waste collection services, waste generated and uncollected are uncontrolled disposed polluting the local environment. Development of sanitation services is a basic condition for an efficient implementation of integrated waste management system at county level.

Since 2006, there has been ongoing research into the correlation of a set of oscillating mood factors and socioeconomic, geopolitical, and natural events with the goal of forecasting increased risks of destabilizing events. While promising results have been forthcoming, it has been difficult to present models that allowed those outside a small circle of specialists to participate. Between July 2007 and June 2010, weekly social mood projections, as published in monthly issues of MoodCompass, were used to develop a model to convert four oscillating mood factors into stock market expectations. Vehicle taxation based on CO2 emissions is increasingly being adopted worldwide in order to shift consumer purchases to low-carbon cars, yet little is known about the effectiveness and overall economic impact of these schemes. We focus on feebate schemes, which impose a fee on high-carbon vehicles and give a rebate to purchasers of low-carbon automobiles. We estimate a discrete choice model of demand for automobiles in Germany and simulate the impact of alternative feebate schemes on emissions, consumer welfare, public revenues and firm profits. The analysis shows that a well-designed scheme can lead to emission reductions without reducing overall welfare.

International efforts to provide global public goods often face the challenges of coordinating national contributions and distributing costs equitably in the face of uncertainty, inequality, and free-riding incentives. In an experimental setting, we distribute endowments unequally among a group of people who can reach a fixed target sum through successive money contributions, knowing that if they fail they will lose all their remaining money with 50% probability. In some treatments we give players the option to communicate intended contributions. We find that inequality reduces the prospects of reaching the target, but that communication increases success dramatically. Successful groups tend to …

Strategic environmental assessment (SEA) is seen as an instrument that is essential to realizing sustainability goals that transcend project-level undertakings (e.g. policies, plans and programmes). The purpose of this case-based, collaborative research was to extend practical and theoretical understanding of SEA to the related, but in practice poorly coordinated, processes of project-level environmental assessment (EA), master planning and regional land use planning. This paper presents an assessment of the costs of water scarcity in Cyprus, today and in the next twenty years, accounting also for the effect of projected climate change in the region. We focus on the residential sector, accounting also for tourism and industry. Using a simple demand function we first compute total scarcity costs in Cyprus for the entire period 2010¡V2030 for three scenarios of future water demand. Our central estimate shows that the present value of total costs due to water shortages in this period will amount to 72 million Euros (at 2009 prices), and if future water …

Technically simple and reversible measures to directly reduce mean global temper- atures could be available anytime soon. We introduce the concept of \geoengineering" into an analytical model of climate change. We model the technical and economic characteristics of geoengineering in line with the recent literature from physical and environmental management sciences. We investigate (i) under which circumstances geoengineering can substitute, partly or completely, for traditional abatement strate- gies, (ii) under which conditions and at what level geoengineering is optimally em- ployed, and (iii) whether geoengineering can mitigate free-riding problems.

This study investigates the thermal variations of the different land use/cover types in urban Lokoja town retrieved from Landsat TM imagery of 1987. Band 2, 3, 4 and 6 of the imagery were used in the classification, estimation of NDVI, land surface emissivity values, and satellite sensor temperature. The Qin et al’s mono window algorithm was employed to obtain the land surface temperatures of the different land use/cover types classified. This research integrated remote sensing and Geographic Information Systems (GIS) to identified land use/cover types in Lokoja, including their temporal transformation and association with surface temperatures from the LandSat TM and LandSat ETM imageries of 1987 and 2001 respectively. As the built-up area increased in size (2667.6%) so was the surface temperature (6.48oC), vacant land (872%: 9.65oC), cultivated land (104.4%: 1.2oC) and water bodies (64.3%:0.94oC) while vegetation cover increased by 2.44oC while its area extent decreased (316.7%). These changes were responsible for the rise in the mean surface temperature from 38.39oC in 1987 to 42.61oC in 2001, indicating a 4.22oC …
