Interpreting Potential Groundwater Policies Through Modeling Of Market And Non-Market Benefits And Costs, Grant H. West

Current policies leveraging financial incentives and improved irrigation efficiency to mitigate groundwater scarcity have not proven to curtail trends of resource depletion. Groundwater benefits cannot be appropriately valued solely on market forces, and so deeper policy consideration is warranted under a framework that considers the importance of groundwater across all its values to society. Understanding time preferences for groundwater management and preferences for alternative policies is vital to inform efficient policies. Furthermore, climate change remains politically controversial yet has important consequences for critical groundwater resources and their sustainable long-term management. Sequestration of atmospheric carbon in forested lands offsets carbon emissions from other industries. Conversion of private lands, particularly agricultural tracts in marginal areas, to forests can bolster carbon abatement. The United States government agencies administer some voluntary, incentive-based programs to encourage landowners to adopt production practices with positive environmental outcomes. This policy stream can be used to increase transition of marginal agricultural land to forests, thereby creating new carbon sinks. We analyze an eleven-county study area in the Arkansas Delta to determine feasibility for a subsidy focused on carbon abatement through afforestation. While institutions of higher education work to engage PK-12 youth in STEM (science, technology, engineering, and mathematics) concepts and careers via in-person programming, PK-12 teachers and students face many logistical and access constraints for physically traveling to sites off of school grounds during the school day. Throughout the years, electronic field trips (EFTs) have offered a digital way for schools to engage in meaningful ways with museums, parks, laboratories, and field research sites. In order for EFTs to be effective, they should be cost effective and created collaboratively with teachers, students, subject matter experts, and instructional design and communication professionals. …

The Robert B. Daugherty Water for Food Global Institute (DWFI) inititated its Postdoctoral and Student Support Programs in 2014. The following details their achievements.
Round One -- The institute first provided undergraduate, graduate student and postdoctoral support to faculty who were selected following a call for proposals in 2014. Support was awarded for two postdocs, five graduate students, and two projects with undergraduate students. By FY19 a small amount of support continues for Francisco Munoz-Arriola’s program. The largest wastewater treatment plant in Jordan was monitored in the summer to determine the removal of pharmaceuticals and personal care products (PPCPs). Grab samples were collected from the influent and effluent of As-Samra Wastewater Treatment Plant (WWTP). Liquid chromatography and tandem mass spectrometry (LC–MS/MS) were utilized to determine the concentrations of 18 compounds of pharmaceuticals and personal care products (PPCPs). The results showed that 14 compounds were detected in the collected samples from the influent and effluent of As-Samra WWTP. These compounds are 1,7-dimethylxanthine, amphetamine, acetaminophen, caffeine, carbamazepine, cimetidine, cotinine, diphenhydramine, methylenedioxymethamphetamine (MDMA), morphine, phenazone, sulfamethazine, sulfamethoxazole, thiabendazole, and …

The Kentucky Mesonet is a research-grade weather and climate observing network with redundant sensors that monitors the near-surface atmosphere at 71 locations across Kentucky. The network measures temperature, precipitation, solar radiation, relative humidity, barometric pressure, and wind speed and direction every 5 min, with soil moisture and soil temperature measured every 30 min. In addition, it operates a camera at selected locations. All observations are transmitted via cellular modem every 5 min and become available to the general public through the World Wide Web within seconds after arrival at Kentucky Mesonet’s Network Operations Center. Water and energy are drivers of living systems. This work provides an assessment of the Water Energy Nexus in the United States, comparing the well-watered north-east and the arid west. Electric grid systems are most stressed on hot summer afternoons. Grid stress can lead to cascading failures of electricity, water and wastewater treatment systems. (Zimmerman, 2017) Water for power generation and/or water supply depend on ecosystem services. Integrated hydro-economic models have been widely applied to water management problems in regions of intensive groundwater-fed irrigation. However, policy interpretations may be limited as most existing models do not explicitly consider two important aspects of observed irrigation decision making, namely the limits on instantaneous irrigation rates imposed by well yield and the intraseasonal structure of irrigation planning. We develop a new modeling approach for determining irrigation demand that is based on observed farmer behavior and captures the impacts on production and water use of both well yield and climate. Global demand for livestock products is rising, resulting in a growing demand for feed and potentially burdening freshwater resources to produce this feed. To offset this increased pressure on water resources, the environmental performance of livestock sector should continue to improve. Over the last few decades, product output per animal and feedstuff yields in the US have improved, but before now it was unclear to what extent these improvements influenced the water productivity (WP) of the livestock products. As the human population increases, the way we use and manage our supply of drinking water becomes even more important. The purpose of this study was to determine residents’ satisfaction level of and performance rating of new water savings devices installed in their apartments. Specifically the investigation focused on ratings of shower heads, kitchen faucet aerators, bath faucet aerators, and fill valve and flapper systems.
This quantitative survey included residents at 4 apartment complexes in Tennessee using a paper questionnaire (N = 626). The participants were grouped by age, ethnicity, gender, and whether or not they had experienced both nonrestrictive …

The imprints of fireworks displays on the adjacent water body were investigated from the perspective of cogeneration of black carbon, metals and perchlorate (ClO4–). In particular, the mixing and dissipation of ClO4– were studied at Oak Lake, Lincoln, Nebraska, following fireworks displays in 2015 and 2016. Following the display, ClO4– concentration in the water increased up to 4.3 μg/L and 4.0 μg/L in 2015 and 2016, respectively. A first-order model generally provided a good fit to the measured perchlorate concentrations from which the rate of dissipation was estimated as 0.07 d–1 in …

We develop and implement new tools for assessing the future of surface water supplies in downstream reaches of the Rio Grande, for which Elephant Butte Reservoir is the major storage reservoir. First, a normalization procedure is developed to adjust natural Rio Grande streamflows simulated by dynamical models in downstream reaches. The normalization accounts for upstream anthropogenic impairments to flow that are not considered in the model, thereby yielding downstream flows closer to observed values and more appropriate for use in assessments of future flows in downstream reaches. Light Detection and Ranging (Lidar) data are used to report the temporal and spatial patterns of subsidence as well as the potential contributors to subsidence within the Barataria and Terrebonne Bays. In recent decades, subsidence in southeast Louisiana has become a topic of substantial and growing concern to the scientific community, the local residents, and all those invested in the region. Lidar data were acquired from the United States Geological Survey (USGS) and the LSU Center for Geoinformatics. This article focuses on physical, socioeconomic, and political changes in the community of Azraq, Jordan. Azraq, a small town in northeastern Jordan, sits atop a large aquifer that has been heavily pumped by the government for several decades in response to an increasing nationwide demand for water. This has led to large-scale transformations in not only the physical landscape surrounding the aquifer, but also in the daily lives, economic statuses, and political opinions of the people living there. Following European settlement of the Lower Mississippi River Valley (LMRV), agricultural expansion and unsustainable, agriculturally related practices have caused groundwater depletion, soil erosion, and surface water contamination by eroded sediments and sediment-bound nutrients to become major environmental threats to the region. The extra quantities of wastewater entering the pipes can cause backups that result in sanitary sewer overflows. Urban underground infrastructure monitoring is important for controlling the flow of extraneous water into the pipelines. By combining the wireless underground communications and sensor solutions, the urban underground IoT applications such as real time wastewater and storm water overflow monitoring can be developed. In early 2017, Jake Aman, representing the Wells National Estuary Research Reserve (WNERR), met with the Cape Elizabeth Public Works Director and Town Planner to talk about culverts. Jake shared aerial photos of culverts located in the Spurwink Marsh where scouring of adjacent habitat areas was evident. He inquired if the town was considering any culvert replacements, in which case WNERR and The Nature Conservancy might be able to partner with the town to promote a habitat sensitive replacement. Increasing resource demand and decreasing supplies necessitate a paradigm shift in wastewater management from treatment to resource recovery. As the economic and environmental performance of wastewater-based resource recovery systems is location-specific (e.g., terrain slope influences hydro-energy recovery), a holistic view of their sustainability requires a comprehensive analysis on the effect of the local conditions on these systems. Green water––rainfall over land that eventually flows back to the atmosphere as evapotranspiration––is the main source of water to produce food, feed, fiber, timber, and bioenergy. To understand how freshwater scarcity constrains production of these goods, we need to consider limits to the green water footprint (WFg), the green water flow allocated to human society. However, research traditionally focuses on scarcity of blue water––groundwater and surface water. Here we expand the debate on water scarcity by considering green water scarcity (WSg). Understanding how irrigation is used across agricultural landscapes is essential to support efforts to grow more food while reducing pressures on limited freshwater resources. However, to date, few studies have analyzed the underlying spatial and temporal variability in farmers’ individual water use decisions at a landscape scale.Wecompare estimates of irrigation water requirements derived using state-of-the-art remote sensing models with metered abstraction records for 1400 fields over a 13 year period in the US state of Nebraska, one of the world’s most intensively irrigated agricultural regions.
