Long-term atmospheric CO2 concentration records have suggested a reduction in the positive effect of warming on high-latitude carbon uptake since the 1990s. A variety of mechanisms have been proposed to explain the reduced net carbon sink of northern ecosystems with increased air temperature, including water stress on vegetation and increased respiration over recent decades. However, the lack of consistent long-term carbon flux and in situ soil moisture data has severely limited our ability to identify the mechanisms responsible for the recent reduced carbon sink strength. Groundwater is important for human health and the environment but has often been overlooked in the development of climate change adaptation strategies. This is because groundwater is rarely visible, and because changes in groundwater levels are not as dramatic as extreme flooding events, coastal storms, and storm surge. The importance of groundwater for drinking water, natural resources, and streamflow is well documented. Groundwater levels are also important considerations in the design of pavements, underground infrastructure, foundations, on-site wastewater treatment systems, and in the remediation of hazardous waste disposal areas. During the writing of the inaugural Boston Research Advisory Group (BRAG) report both NASA and NOAA announced that 2015 was the warmest year on record, beating the previous record set in 2014, by 0.29 °F. Just five years later (during the writing of this report), NASA announced that 2020 had tied 2016 for the warmest year, breaking the previous record by a stunning 1.84 °F, and that the last seven years have been the warmest seven-year period on record.

Indigenous peoples of the Northern Pacific Rim have harvested salmon for more than 10,000 years, and Pacific salmon (Oncorhynchus spp.) form the foundation of social-ecological systems encompassing communities from California to Kamchatka and Northern Japan. Through continuous placed-based interdependence with salmon, Indigenous societies formed deliberate and well-honed systems of salmon management. These systems promoted the sustained productivity of salmon fisheries. In Canada and the United States, Indigenous sovereignty and resource stewardship were forcibly disrupted by colonial government authority. The aim of this study is to provide the City of Boston with a preliminary assessment of the feasibilities and potential benefits, costs, and environmental impacts of three harborwide barrier configurations.
While this study is not comprehensive, and there are many ways that further research could refine and extend its findings, those findings were clear enough to justify making recommendations for next steps. The authors recommend that the City continue to focus its climate resilience strategy for the next several decades on the shore-based multi-layered approach described in Climate Ready Boston. This study examines the productivity and resilience of agroecosystems in the Korean Peninsula. Having learned valuable lessons from a Chapman University project funded by the United States Department of Agriculture which concentrated on the semi-arid region of southwestern United States, our joint Korea—Chapman University team has applied similar methodologies to the Korean Peninsula, which is itself an interesting study case in the mid-latitude region. In particular, the Korean Peninsula has unique agricultural environments due to differences in political and socioeconomic systems between South Korea and North Korea. Future freshwater supply, human water demand, and people’s exposure to water stress are subject to multiple sources of uncertainty, including unknown future pathways of fossil fuel and water consumption, and ‘irreducible’ uncertainty arising from internal climate system variability. Such internal variability can conceal forced hydroclimatic changes on multi-decadal timescales and near-continental spatial-scales. Using three projections of population growth, a large ensemble from a single Earth system model, and assuming stationary per capita water consumption, we quantify the likelihoods of future population exposure to increased hydroclimatic deficits, which we define as the average duration and magnitude by which evapotranspiration exceeds precipitation …

In the southwestern USA, the looming water shortages on the Colorado River system and the unprecedented drought in California are garnering the greatest attention. Similar stories of scarcity and crisis can be found across the globe, suggesting an opportunity for sharing lessons and innovations. For example, the Colorado River and Australia's Murray-Darling Basin likely can share many lessons, as both systems were over-allocated, feature multiple jurisdictions, face similar climatic risks and drought stresses, and struggle to balance human demands with environmental needs. This report summarizes the current understanding of the local factors that influence Boston’s future exposure to climate change risks. The following four risk factors were considered most relevant to Boston and are therefore evaluated in this report: sea-level rise, extreme precipitation, coastal storms and extreme temperatures. For each risk factor, a team of scientific experts, comprised of a team leader and three or more team members, was selected to evaluate and summarize the available information contained in both grey (reports, conference proceedings and the like) and peer-reviewed literature. In 1950 the global population was just over 2.5 billion. Now, in 2013, it is around 7 billion. Although population growth is slowing, the world is projected to have around 9.6 billion inhabitants by 2050. Most of the population increase will be in developing countries where food is often scarce, and land and water are under pressure. The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Invasive species are second only to habitat destruction as the greatest cause of species endangerment and global biodiversity loss. Invasive species can cause severe and permanent damage to the ecosystems they invade. Consequences of invasion include competition with or predation upon native species, hybridization, carrying or supporting harmful pathogens and parasites that may affect wildlife and human health, disturbing ecosystem function through alteration of food webs and nutrient recycling rates, acting as ecosystem engineers and altering habitat structure, and degradation of the aesthetic quality of our natural resources. Problems Of Equity And Efficiency In The Design Of International Greenhouse Gas Cap-And-Trade Schemes, Jason S. Johnston

This article argues that international greenhouse gas (GHG) cap-and-trade schemes suffer from inherent problems of enforceability and verifiability that both cause significant inefficiencies and create inevitable tradeoffs between equity and efficiency. A standard result in the economic analysis of international GHG cap and trade schemes is that an allocation of initial permits that favors poor, developing countries (making such countries net sellers in equilibrium) may be necessary not only to further redistributive goals but also the efficiency of the GHG cap and trade scheme.
