This paper outlines proposals designed to be used in an updated and improved Harvest Strategy and Decision Rules Framework (referred to as the ‘Decision Rules’) that has been developed to meet the short and long term sustainability and economic needs of the West Coast Rock Lobster Managed Fishery. This approach represents international ‘best practice’ for fisheries management and is consistent with the Commonwealth Government’s Fisheries Harvest Strategy Policy1 .

This draft strategy was developed by the Department of Fisheries, Western Australia, hereafter known as the “Department of Fisheries” which has responsibility for managing fish resources (within Territorial waters out to 12 nautical miles) on behalf of the Commonwealth Department of Transport and Regional Services (DoTARS), through the applied Fish Resources Management Act (FRMA) (WA)(CI) (the “Applied Act”). The Applied Act provides a legislative framework that allows for management arrangements to be developed specifically for Christmas Island. The development of this strategy represents a significant step in protecting recreational fishing quality in the South Coast Region and meeting the long-term needs for the sustainable management of recreational fishing. The discussion paper (Fisheries Management Paper No. 181 'A quality future for recreational fishing in the Pilbara/Kimberley Region) attracted widespread comment, with around 200 people attending public meetings in the region. In addition, 152 written submissions were received from recreational fishers, angling clubs, and other stakeholders. This report is the first in a series of Integrated Fisheries Management (IFM) reports required under the 2004 Government Policy on IFM. Under this policy, the Executive Director of Fisheries is required to approve a sustainability report for each fishery, which includes a clear statement on the harvest level. The sustainable harvest level is that total catch, or catch range, that is to be allocated among the various user groups identified for that particular fishery. The Department of Fisheries has prepared this draft aquaculture plan for Shark Bay to provide an agreed framework for future management of aquaculture. The final plan will assist prospective aquaculturists in preparing proposals and will guide the Department of Fisheries in the decision making process for aquaculture licence and lease applications. The plan identifies constraints to aquaculture development and areas where aquaculture may occur. It also identifies species that may be used for aquaculture development. Implementation of this plan will ensure that aquaculture can occur in a sustainable manner, while retaining the unique features of Shark Bay.

The Integrated Fisheries Management Review Committee was established to develop a strategy to integrate the management and sustainable use of fish resources. The Committee’s report proposes an alternative management framework and a set of guiding principles for allocating fish stocks to ensure optimal benefits are realised for the WA community. The report does not, and was not intended to, address specific allocation issues in particular fisheries – this will be a function of the framework and processes put in place following this review.

The Tour Operator's Fishing Working Group (TOFWG) was established by the Hon Monty House MLA, Minister for Fisheries, in recognition of the growing importance of this element of the tourism industy and in recognition of the need to ensure that the development of this industry occurs in an ecologically sustainable framework across the Sate. The recommendations outlined in this report establish a management framework within which the aquatic charter industry may continue to develop, and which will ensure the long-term sustainability of the natural resources on which the industry is based.
