Among reasons explaining the importance of studying fossil fuel consumption are: crude oil is a subject of the international commodities market, thus, any fluctuation related to its' availability or price would impact the rest of the World; natural resources like oil, gas, and coal are limited; the extensive use of fossil fuels harms our surroundings, creating many environmental concerns; every human (on average) has been using more energy since 1971 and the trend is expected to continue. Meeting energy needs through renewable sources allows for market growth with limited environmental impact, but sourcing constraints can limit production, creating industrial and environmental problems. This study analyses the global energy projections and regional dynamics in the Persian Gulf. It is shown that the future projections in the world energy markets signify the importance of cooperation between developed and developing countries. It is also suggested that connected to the global economic crises and the regional demand change in the energy market, there is a growing need for international support to the Persian Gulf security.

George Kennan's prediction of the Soviet Union's downfall may have, in retrospect, jinxed Russia on the one aspect that had historically worked in its favor: time. The confluence of time and space--brought about by an emphasis on territorial expansion-had greatly aided Russia when difficulties had rendered the variable of time indispensable. When confronted by the likes of Napoleon and Hitler, for example, Russia had at its disposal the luxury of always trading space for time. The objective of this thesis is to develop a theory for defining optimal conservation and applying definition to the prevailing rate of domestic petroleum production. Optimal conservation is defined as action designed to achieve or to maintain, from the point of view of society as a whole, the maximum present value of natural resources (or of a natural resource). The proper "action" is defined according to the pure theory of exhaustible resources. The literature survey is a chronological series of articles concerning this theory.
