Surface mining is a major driver of land use land cover (LULC) change in many mountainous areas such as the Appalachian region. Typical reclamation practices often result in land cover dominated by grass and shrubs. Assessing ecosystem services that can be obtained from a forest landscape may help policy-makers and other stakeholders fully understand the benefits of forestry-based reclamation (FRA). The legacy of fish stocking in mountain lake ecosystems has left behind a challenge for land managers around the globe. In the US and Canada, historically fishless mountain lakes have been stocked with trout for over a century. These non-native trout have cascading ecosystem effects, and can accumulate atmospherically deposited contaminants. While the negative impacts of stocking in these ecosystems have become increasingly apparent, wilderness fishing has garnered cultural value in the angling community. Adaptive management strategies are mechanisms that help governments to overcome problems derived from the sudden change of ecosystems processes and dynamics and to maintain the provision of ecosystem services to the population. These strategies rely on multi-scale networks of governing institutions that work together for the protection of the environment and cooperate for the solution of pressing issues. Sometimes, however, two issues imperil the persistence of local institutions within these networks, (1) their rights to govern their territory and to self-organize are not recognized, and (2) the nested and polycentric systems that operate through the multi-scale network are weak or …
