After careful consideration of the South Coast Recreational Fishing Working Group’s recommendations and the wide range of issues raised in submissions, I have made my decisions in respect to the future management arrangements for recreational fishing in South Coast Region. I believe the new management arrangements which will be implemented in 1 January 2006 will go a long way to protecting recreational fishing quality and meeting the long term needs for the sustainable management of recreational fishing. The first two parts of the document provide background on the western rock lobster fishery and its governance. The third and fourth parts outline reporting requirements for the Ecologically Sustainable Development process and the specifics of the risk assessment process applied here. The Integrated Fisheries Management Review Committee was established to develop a strategy to integrate the management and sustainable use of fish resources. The Committee’s report proposes an alternative management framework and a set of guiding principles for allocating fish stocks to ensure optimal benefits are realised for the WA community. The report does not, and was not intended to, address specific allocation issues in particular fisheries – this will be a function of the framework and processes put in place following this review.

These guidelines are designed to guide the Department of Fisheries staff and community groups (the proponent) on the process for developing a proposal for a Fish Habitat Protection Area (FHPA). The guidelines: 1. Describe the role and function of Fish Habitat Protection Areas; 2. Guide proponents in selecting a suitable site for an FHPA; 3. Describe the process to be used to develop a proposal for an FHPA; 4. Describe the methodology to be used to develop a management plan for an FHPA; 5. Ensure consistency between applications.

The recommendations contained within this paper were reached after careful consideration of the public submissions provided in response to the working group’s discussion paper A Quality Future for Recreational Fishing in the Gascoyne (Fisheries Management Paper 124). The working group would like to thank everyone who forwarded submissions on the discussion paper and attended public meetings to provide input. The wide variety of comments and views expressed reflect the diverse nature of the recreational fishing sector. I believe this range of views was also well represented by the various members of the working group.
