Abstract

This report presents the results of vegetation monitoring efforts in 2016 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Northern Great Plains Fire Ecology Program (NGPFire).

During the sixth full year of field work, crew members from NGPN visited eight long-term monitoring plots on May 23-25, 2016 to collect data on the plant communities at SCBL. This is part of a long-term monitoring effort to better understand the condition of the vegetation at SCBL. This report presents the results of vegetation monitoring efforts in 2016 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN).

The Bureau of Land Management (BLM) administers approximately 245 million acres of our public lands and yet, for most of our nation's history, these lands seemed largely destined to end up in private hands. Even when the Taylor Grazing Act of 1934 ushered in an important era of better managing public grazing districts and "promoting the highest use of the public lands," such use of our public lands still was plainly considered temporary, "pending its final disposal." It was not until 1976 with the passage of the Federal Land Policy and Management Act (FLPMA) that congress adopted a policy that …

The repeated occurrence of Lake Erie’s harmful algal blooms suggests an inadequate phosphorus management system that results in excessive loads to the lake. In response, Canadian and United States’ governments have issued a new management objective, a 40% reduction in total and dissolved reactive phosphorus loads relative to 2008. To provide scientific evidence to guide managers toward achieving their management objective, we used the International Organization of Standardization (ISO) 31010 Bowtie Risk Analysis Tool to analyze the performance of the phosphorus management system. Coordinating forest management across thousands of nonindustrial private forest (NIPF) owners is a difficult yet necessary task for state land management agencies. Voluntary Incentive Programs (VIPs) can coordinate the decentralized activities of these owners in return for services or financial incentives. However, many VIPs typically have low enrollment. Our study investigates the implementation of VIPs to increase forest management coordination among NIPFs in Michigan. We present findings from 20 semi-structured interviews with leaders of state and local land management organizations, and government officials at state natural resource agencies, and contrast their answers with those recorded from 37 interviews of NIPF …

This capstone arises from the course, Initiatives in Peacebuilding (IPB). As a graduate student focusing on Peacebuilding and Conflict Transformation, IPB was a required course whose content propelled me toward the study of resource conflicts. Advancing from that study, I chose to practice strategies to lessen these conflicts by means of positive action. Natural disasters or environmental shocks have the potential to disrupt local agricultural systems as well as distant agricultural systems through cascading effects. In this work we selected two distinct environmental shocks and traced their cascading effects on land use change. Quantifying cascading effects is a salient issue because climate change forecasts indicate an increase in frequency and intensity of global environmental shocks. This study incorporated the concept of telecoupled systems involving interrelating ecological, economic and political/social components. The widespread efforts to incorporate the economic values of oceans into national income accounts have reached a stage where coordination of national efforts is desirable. A symposium held in 2015 began this process by bringing together representatives from ten countries. The symposium concluded that a definition of core ocean industries was possible but beyond that core the definition of ocean industries is in flux. Better coordination of ocean income accounts will require addressing issues of aggregation, geography, partial ocean industries, confidential, and imputation is also needed. Conventional wastewater treatment in the U.S. is an energy dependent and carbon dioxide emitting process. Typical mechanical systems consume copious amounts of energy, which is most commonly produced from fossil fuel combustion that results in the production of CO₂. The associated organic load is also metabolized by microorganisms into CO₂ and H₂O. As the desire to reduce CO₂ output becomes more prominent, it is logical to assess the costs of conventional treatment methods and to compare them to alternative, more sustainable technology. Community forestry is an evolving approach to forest management, shown to maintain forest cover, while generating income for local communities. In Sierra Norte (SN), a region with no public protected areas, indigenous communities have been actively conserving their forests for decades, through conservation zoning and careful management of their logging areas. This study found that across 22 communities in SN, an estimated 2,949,116.50 m³ of timber were produced from 1993 to 2013, while the region maintains 78% forest cover. About 75% of the forest is under some form of community conservation. Community governance plays a major role, as rules …

Trees In The Agricultural Matrix: Reforestation Processes In A Tropical Dry Landscape In Chinandega, Nicaragua, Brittany A. Duffy

Tree management practices in the tropical dry forest region of Nicaragua were examined to determine opportunities and factors influencing tree-planting initiatives and forest recovery within the agricultural matrix. A 217.11 ha tree inventory and 44 social surveys were conducted in three rural communities. The inventory found 88 species, 66.68% were native, and 70 valued for multiple uses. Farmers’ reasons for maintaining trees varied, emphasizing live fencing, wood, and fruit. The landscape also contains a tree plantation and a riparian forest, and the origins and management of these tree cover components of the landscape are also considered.
