The Center for Coastal Resources Management (CCRM), Virginia Institute of Marine Science (VIMS), worked in collaboration with the Virginia Department of Environmental Quality (DEQ) and the Virginia Coastal Policy Center (VCPC) to develop guidance to inform the implementation of Chesapeake Bay Preservation Act (CBPA) regulations promulgated in 2021. The 2021 regulations added provisions to require local governments to consider climate changes, specifically flooding, sea level rise and storms, and the preservation of mature trees in the administration of the CBPA program. Specifically, CCRM developed analytical data using criteria specified in the CBPA regulations, of the National Oceanic and Atmospheric Administration …

The research projects presented in this dissertation used multiple tagging technologies to examine the movements, growth, and mortality rates of summer flounder tagged and released in Chesapeake Bay. In the first two chapters, I used acoustic, archival, and conventional tags to examine the behavior of summer flounder on different spatial scales. Investigating the movement behavior of individuals on different scales is an important step towards understanding how large-scale distributions of a population are established. Based on the observed behaviors of summer flounder, I hypothesize that the movements of these fish are primarily related to foraging behavior while they are resident …

Many production activities typically produce undesirable outputs, e.g., the production of the pollutant sulfur dioxide in the generation of electricity. Traditional economic metrics may overstate the efficiency and productivity of these production activities by failing to account for the undesirable outputs. These omissions can lead to conclusions that are biased against resource conservation and protection. Many fisheries capture their target species concomitantly with undesirable outputs such as bycatch of juvenile fish, marine mammals, sea birds, and sea turtles. One such fishery is the California-Oregon (CA/OR) drift gillnet fishery (DGNF), which incidentally takes protected species, such as sea turtles and marine …

Shoreline hardening and construction of restoration oyster reefs are occurring at rapid rates throughout Chesapeake Bay and little research has been conducted to determine whether installment of a hardened shoreline and oyster reef placement has an effect on the surrounding benthic infaunal communities. I investigated the effects of shoreline development and oyster reefs on benthic communities in Lynnhaven, Virginia. Throughout Lynnhaven, I determined the effects of shoreline type (natural marsh, oyster reef, rip-rap and bulkhead), sediment grain size, Total Organic Carbon/Total Nitrogen (TOC/TN) of the sediment, and predation (caging study) on density, biomass, and diversity of benthic infauna. One of the main threats to water quality in the Chesapeake Bay is contamination by bacterial loading from point and non-point sources. While only very high levels of fecal bacteria (greater than 200 MPN/100ml) indicate the potential of a health threat to humans from contact with water, lower concentrations (14 MPN/100 ml) make the shellfish from contaminated waters unfit for human consumption. Many nearshore areas that are vulnerable to bacterial contamination also are suitable for the propagation of shellfish, including the hard clam (Mercenaria mercenaria). This is especially true on Virginia’s Eastern Shore, where shallow, sheltered waters with optimal salinity …

The Chesapeake Bay Breakwater Database is being developed by personnel in the Virginia Institute of Marine Science’s (VIMS) Shoreline Studies Program for the U.S. Army Corps of Engineers (COE) in order to:
1) document breakwater system performance around Chesapeake Bay relative to predictions
2) develop guidelines for breakwaters in sand limited and fetch limited systems such as estuaries, reservoirs, lakes and bays.

Perhaps the most important function of a created dune, from some perspectives, is coastal protection. Since the initiation of this subtask within the overall Chesapeake Bay Dune Monitoring and Management Analysis project, Hurricane Isabel impacted the coastal plain of Virginia and significantly altered almost all Bay shorelines to one degree or another. This is particularly true of shorelines facing north, east, and south since the winds shifted as the storm passed. The original task scope has changed slightly as a result of Isabel’s passage since it was such a significant storm event and provided an opportunity to show how dunes …
