The rocky intertidal ecosystem is an important ecological and cultural aspect of the picturesque Maine coast, playing a vital role in not only Maine’s coastal ecosystem, but also to Maine’s economy. It’s distinct community structure along the sharp elevational gradient and the presence of daily stressors (wave action, heat, and desiccation), make the rocky intertidal ecosystem an important model ecosystem to monitor for effects from anthropogenic impacts. In this thesis, I describe attempts to monitor and understand the impacts of two of these anthropogenic impacts on this system: climate change and industrial harvesting of Ascophyllum nodosum along Maine’s coast. Not only can community-university partnerships be vehicles for mobilizing community resources and affecting change, they also have high potential to produce useful, nuanced research and enable renewed visions of trust. I explore partnerships rooted in trust in the context of a community-university partnership between the Passamaquoddy Tribe at Sipayik and the University of Maine and its work through the Passamaquoddy-led StoryMaps Team. To accomplish this, I take a transdisciplinary approach to incorporate diverse perspectives on understanding critical and ethical approaches to engagement with Indigenous communities. Ever since the eighteenth century, experts have tried to tell farmers how to farm. The agricultural enlightenment in Europe marked the beginning of a long arc of new experts aiming to change agricultural knowledge and practice. This dissertation analyzes the pivotal period in the late nineteenth and early twentieth century in Germany and the United States when scientists, improvers, and market agents began to develop comprehensive ways to communicate agricultural innovation to farmers. The term governance has undergone somewhat of an evolution since its inception, originally describing the act of governing, it has come to represent a more collaborative form of governing which is distinct from hierarchical control models (Marin and Mayntz, 1991). Early successional forest and shrubland habitats are collectively called young forest. Changes in disturbance regimes and land use conversion resulted in declines of young forest and associated wildlife across eastern North America. Conservation of declining young forest birds relies on the maintenance and creation of young forest habitats used for breeding. American Woodcock (AMWO; Scolopax minor) and Golden-winged Warbler (GWWA; Vermivora chrysoptera) are two declining young forest species. Conservation plans for both species use an adaptive management framework, which is an iterative process of planning, management actions, and monitoring and evaluation, in the context of species conservation goals. Of the most iconic fish species in the world, the Atlantic cod (Gadus morhua, hereafter, cod) has been a mainstay in the North Atlantic for centuries. While many global fish stocks have received increased pressure with the advent of new, more efficient fishing technology in the mid-20th century, exceptional pressure has been placed on this prized gadoid. Bycatch, or the unintended catch of organisms, is one of the biggest global fisheries issues. The Goosefare Brook forms the border between the towns of Saco to the south and Old Orchard Beach (OOB) to the north. Maine Healthy Beaches (MHB) has supported multi-year enhanced monitoring and pollution source tracking efforts, held Stakeholder Workshops, and more to address impaired water quality throughout the watershed. Over the past three years, MHB has focused primarily on OOB’s New Salt Rd. Tributary (NSRT). In 2014, 180 enterococci (ENT) samples at 17 sites and 149 optical brightener (OB) samples at 16 sites were analyzed. ENT values ranged from6,490 MPN/100mls with a combined geometric mean of 275 MPN for all …

Atlantic salmon Salmo salar populations are diminished throughout their range and high marine mortality is among the drivers of the failure of many stocks to recover. A goal of salmon recovery is to maximize the number of juvenile ‘smolts’ entering the ocean to offset loss therein. Dam removals and changes to hydropower allocation in Maine’s largest river, the Penobscot River, have occurred as part of the Penobscot River Restoration Project (PRRP). These activities, in addition to stocking have the potential to influence the number of smolts reaching the ocean. Land Conservation In The Northeastern United States: An Assessment Of Historic Trends And Current Conditions, Robert J. Lilieholm, Spencer R. Meyer, Michelle L. Johnson, Christopher S. Cronan

This article discusses the evolution of land conservation efforts and outcomes in the Northeast, examine major drivers of landscape change, and review key conservation tools that have been used to protect public values at the local and landscape levels. We then assess the current status of land conservation, and draw lessons for other regions facing conservation challenges across mixed ownership landscapes under varying development and land-use pressures. Finally, we explore new and emerging trends in the factors driving land development and conservation activities in an effort to assess the challenges that lie ahead.

TIME (Temporally Integrated Monitoring of Ecosystems) is a statistically selected population of lakes in New Eng- land and the Hudson Valley (31 lakes) and the Adirondacks (43 lakes) that were selected from the original 1991 EMAP-SW (Environmental Monitoring and Assessment Program–Surface Waters) population with acid neutralizing capacity less than 100 meq/L (Young & Stoddard 1996). Samples are taken annually, during a summer base-flow ‘index period’. This sampling strategy is used to reduce hydrologic impact on water chemistry and hence provide an assessment of trends in chemistry with the least number of samples (e.g., Stoddard et al. 2003).

Small-scale forests are an excellent example of coupled social-ecological systems, which involve human and biophysical subsystems with complex two-way feedback interactions. The multifaceted nature of landowner decisions drives a significant need to better understand decision-making processes, reactions to policy, and combined impacts on ecosystems in a comprehensive manner. Small-scale forests require an integrated approach to modeling the social and biophysical components comprehensively. Agent-based modeling involves modeling individualistic behavior and interpreting patterns that emerge. The interaction between agents and their environments makes this a valuable tool to assess repeated decisions of individual landowners responding to changing environmental conditions. The 2013 State of Maine’s Beaches Report is the 4th report in a consecutive series of reports coinciding with the Maine Beaches Conference from 2007, 2009, and 2011. The purpose of the report is to summarize major observed morphologic characteristics and changes of Maine beaches that are monitored as part of the State of Maine Beach Profiling Project (SMBPP, Maine Sea Grant Extension, 2003). The SMBPP utilizes trained volunteers to collect monthly beach profiles which start at a known point or benchmark (usually in the frontal dune or in a seawall) and continue shore-perpendicular to roughly the low water line. …

Robert Lilieholm takes stock of the challenges and opportunities facing Maine’s North Woods, the largest undeveloped forested block in the eastern United States. In the face of changing ownership patterns and development pressures, there is lively debate over current land use policies and trends. Ecoregional conservation planning aims at protecting biodiversity within a realistic social and economic framework. The authors of this article suggest that Maine’s forests are the ecological core of the entire Northern Appalachian/Acadian ecoregion, which spans four states and five Canadian provinces. Using mapping and mathematical models of the “human footprint,” they note that Maine has a large, contiguous, undeveloped and unfragmented forest compared with neighboring states and provinces. However, compared with its neighbors Maine also has the largest proportion of unprotected forest. Paracas National Reserve (PNR) is one of the fifty-seven protected areas that belong to the National System of Protected Areas (SINANPE) of Peru. Located in Ica Department, on the Pacific coast of Peru, it is the only coastal-marine ecosystem currently protected by the Peruvian government. PNR has been internationally recognized, principally as a wintering area for bird migrations. The history of coastal engineering projects is fraught with problems. In this thesis I examine the federal navigation project at Wells, Maine. In Wells, an incomplete understanding of the coastal setting led to a faulty engineering design responsible for a poorly functioning inlet and harbor and damage to neighboring beaches and wildlife habitat. Project planners and designers did not account for all unforeseen problems that arose. Reviewing the history of Wells Harbor demonstrates how proper attention to the natural setting, economics, and the political environment is essential to a successful project and enables agencies and stakeholders better to address contingencies …

Seen in national perspective, the Allagash Wilderness Waterway is arguably Maine's most dramatic environmental accomplishment. The waterway resulted from an extended debate over several mutually exclusive proposals for the north Maine woods— dams to flood it; national parks to preserve it; and recreational schemes to transform it into a Coney Island of the North. In the mid-1960s, a coalition of landowners and conservationists cobbled together a preservation plan that conformed to the 1968 Federal Wild and Scenic River Act but pioneered several unique features that gave the wilderness idea a decidedly “eastern” twist. In fisheries management circles, there is growing realization that traditional ways of managing marine resources are not working and that new approaches to management need to be tried. One of the most promising of these new approaches is co-management, where authority for managing fish stocks is shared between the industry and government agencies. The call for federal listing of Atlantic salmon as endangered implies that such action will result in a recovery plan for the species that is superior to Maine ’s Atlantic Salmon Conservation Plan. In this article the authors compare the Maine plan against the findings of a recent review of Endangered Species Act recovery plans. The review, conducted by the Society for Conservation Biology in collaboration with the U.S. Fish and Wildlife Service, assessed the quality of a national sample of Endangered Species Act recovery plans with the intention of identifying “best practice.” By comparing the Maine plan to the …
