Urban and rural economies throughout the southwestern United States and Mexico rely on surface water imported from the Colorado River. The Imperial Irrigation District (herein IID or District) has rights to use 3.1 million acre-feet (MAF) per year of Colorado River Water (Regional Water Management Group 2013 and Imperial Irrigation District 2009). Of this water entitlement, IID uses 97 percent for agricultural production. In addition, IID supplies water to San Diego and Los Angeles urban areas.

Ecodistricts, or neighborhood-scale, community-driven areas of sustainable development, have emerged internationally and within the U.S. to create models of adaptive environmental design and advanced urban infrastructure. Central SoMa is the first ecodistrict to be planned and implemented in San Francisco, with the intention of revitalizing and greening this urbanized region of the city. At this time, the Central SoMa area has very low biodiversity levels, inefficient infrastructure, and poor water management capabilities. This dissertation is comprised of three empirical essays on technological change. The first chapter examines how industrial R&D intensities respond to environmental regulations when considering specific industry characteristics such as pollution intensity and immobility. Specifically, I study the impact of environmental regulations on R&D intensities in 21 manufacturing industries in 28 OECD countries from 2000-2007. I consider pollution intensity and the relative ease of relocation (immobility) as industry characteristics that determine the optimal industry response to increased environmental policy stringency. I find that more pollution intensive industries innovate less as regulatory environments become more restrictive relative to less pollution intensive …

An opportunity to learn outdoors unites students to their surroundings and closes the gap between human and nature. Outdoor spaces contribute to ecological literacy and are critical to a well-rounded education. The University of Southern Maine community places emphasis on environmental stewardship through classroom instruction and campus projects. This case study in policy advocacy examines a campaign based in Southeast Alaska known as “Salmon Beyond Borders.” Run by a regional coalition of environmental organizations, indigenous tribes, local municipalities, commercial and sport fishing groups, policy experts, scientists, and concerned citizens, the Salmon Beyond Borders (SBB) campaign seeks a formal referral for International Joint Commission (IJC) involvement from the U.S. Department of State and the Canadian Department of Foreign Affairs. This thesis conducts a general assessment of the: main drivers of land use change; recent and projected land use patterns; and the evolution of agriculture in the Dakotas. Specifically, it determines the main motives of land use change in the Dakotas by investigating individual and joint effects of external drivers of land use change on farm operators’ decisions and also examines recent and projected agricultural land use patterns in the Dakotas. In recent decades, climate change has become one of the most crucial challenges for humanity. Climate change has a direct correlation with global warming, caused mainly by the green house gas emissions (GHG). The Environmental Protection Agency in the U.S. (EPA) attributes carbon dioxide to account for approximately 82\% of the GHG emissions. Unfortunately, the energy sector is the main producer of carbon dioxide, with China and the U.S. as the highest emitters. Wildland-urban interface growth and factors increasing the probability of wildfire suggest that annual spending on wildfire risk mitigation and suppression will continue to increase. With limited information about the benefits and costs of risk mitigation, land managers and homeowners may under- or over-invest in risk mitigation, where costs are disproportionate to the expected benefits of the strategy. This study accounted for expected increases in wildfire risk (due to growth of the WUI, climate change and vegetation growth) over time in Flathead County, Montana, and estimated the expected avoided loss in structure values associated with three treatment levels that would require …

Surface coal mining is a major form of land change and environmental degradation in Central Appalachia. Traditional mine reclamation iresults in unmanaged, unproductive grasslands that fail to mitigate many of the environmental costs of coal mining and are of minimal use to communities. Forestry reclamation is an alternative reclamation tactic that has the potential to address both environmental and socioeconomic concerns in Central Appalachia. A case study of Laurel Fork Mine in Eastern Kentucky is included.

In 2007, the United States government issued the National Defense Authorization Act, and Section 2852 mandates that the Department of Defense (DoD) meets 25% of its energy needs from renewable sources by 2025. This paper investigates the production decisions that the DoD faces when increasing its share of renewable energy to meet this objective. A linear programming model is created to solve for the cost-effective renewable energy portfolio mix for each military base to meet its production target of renewable energy. The need to protect diverse biological resources from ongoing development pressures is one of today's most pressing environmental challenges. In response, "ecosystem services" has emerged as a conservation framework that links human economies and natural systems through the benefits that people receive from nature. In this dissertation, I investigate the science-policy interface of ecosystem services in order to understand the use of ecosystem service decision support tools and evaluate the pathways through which ecosystem services knowledge impacts decisions. Unaccountable corporate polluters profit short term at the expense of global economic sustainability. The purpose of the study was to determine if carbon dioxide (CO2) penalties on the airline emissions would result in financial statement disclosure and emission mitigation. Contributing to environmental accounting, the study was based in corporate social responsibility with a conceptual framework based on economically-centered CO2 studies. A random sample of 69 global airlines, taken from the International Air Transport Association (IATA) and the International Civil Aviation Organization (ICAO) memberships, was stratified between EU bound and non-EU bound airlines.
