Over the past 20 years, Massachusetts has evolved as a leader in clean energy policy, which has led to market development, job and economic growth, and reductions in greenhouse gas and other emissions. This course will provide direct insights into the brief history of these policy developments, including policy objectives, legislative and regulatory roles, tradeoffs of costs and benefits, the use of analytical methods to establish program design, and stakeholder perspectives and engagement. The release of carbon dioxide (CO₂) and other greenhouse gases (GHGs) due to human activity is increasing global average surface air temperatures, disrupting weather patterns, and acidifying the ocean. Left unchecked, the continued growth of GHG emissions could cause global average temperatures to increase by another 4°C or more by 2100 and by 1.5 to 2 times as much in many midcontinent and far northern locations. This Conference is presented by the Getches-Wilkinson Center for Natural Resources, Energy, and the Environment, in conjunction with the Air-Water-Gas Sustainability Research Network. Technological advances for extracting oil and gas from shale deposits have ushered in a new era of energy development in key resource-rich pockets throughout the US. This honors thesis will examine current and theoretical "cap and trade" emissions trading schemes in an attempt to make recommendations on how to improve this regulated commodity market. The various control mechanisms available to regulators will be discussed: including allocation methodology, benchmarking, banking, variation in design frameworks, etc. To aid and support the proposed policy recommendations, this paper will investigate the design framework of the SOx emission trading scheme in the US, the Kyoto Protocol, and the European Union Emissions Trading Scheme (ETS). Getting a Handle on Hazardous Waste Control (Summer Conference, June 9-10)

The conference chairman was University of Colorado School of Law professor Lawrence J. MacDonnell.

During the past ten years Congress has made the regulation of hazardous waste a priority. This conference focuses on the Resource Conservation and Recovery Act, as amended in 1984, and the Comprehensive Environmental Response, Compensation and Liability Act.

This conference attracted about 100 registrants from 16 states plus the District of Columbia. John G. Welles, Regional Director for EPA Region 8, presented a luncheon address.
