Integrated Fisheries Management (IFM) is an initiative aimed at addressing the issue of how fish resources in WesternAustralia can be best shared between competing users within the broad context of “Ecologically Sustainable Development”, or ESD, so that they can be managed on a sustainable basis.

The Minister for Fisheries established the Integrated Fisheries Management Allocation Advisory Committee (the Allocation Committee), under Section 42 of the Fish Resources Management Act 1994 (FRMA), in 2004 to investigate IFM resource allocation issues and make recommendations to him on optimal resource use.

The Department of Fisheries (Department) is proposing a new simplified management approach which focuses on fishing as the core criteria in the new licensing framework. Given the low level of impact of aquatic eco-tours and shore-based fishing, consideration is being given to removing the need for these activities to be formally licensed. The discussion paper for a five-year management strategy for the recreational trout fishery (Fisheries Management Paper No. 234) was released for public comment in September 2009. It attracted a moderate level of comment with 17 written submissions being received from a variety of stakeholders. The RFFSS considered these submissions and took into account the issues raised in developing the recommendations contained within this paper.

Following the setting of a 40 tonne Total Allowable Recreational Catch (TARC) for the Perth recreational abalone fishery, a working group was formed to examine future management options.

The Metropolitan Roe’s Abalone Recreational Fishery Working Group (“the Working Group”) examined historical management, key principles, amenity of fishing, bag limits, license numbers, season length and timing of the season to assist its deliberations. A questionnaire was also sent out to 1,000 abalone recreational licence holders, with 20 per cent of licensees providing a detailed response.

The recreational management proposals that follow have been developed to deliver the required reduction in catches, while still allowing an enjoyable fishing experience for the majority of West Australians. If only a single management tool was used (e.g. a boat limit or closed season) the impact on recreational fishing would be huge. Therefore, the proposed management package has been carefully developed so that each management measure adds to the reduction required, while minimising the social and economic impacts as much as possible.
