The following recreational fisheries management package is a result of an extensive public consultation process. The package has been carefully developed to deliver the required reduction in catches. It is important to understand that each management measure contributes to the reduction in catches necessary to give these stocks a chance to rebuild and that no measure on its own will deliver the required reduction in catch.

To ensure the ongoing recovery of stocks, an adaptive approach to management has been adopted. This approach will involve an ongoing review of the effectiveness of these management arrangements, and take into account the …

This draft strategy was developed by the Department of Fisheries, Western Australia, hereafter known as the “Department of Fisheries” which has responsibility for managing fish resources (within Territorial waters out to 12 nautical miles) on behalf of the Commonwealth Department of Transport and Regional Services (DoTARS), through the applied Fish Resources Management Act (FRMA) (WA)(CI) (the “Applied Act”). The Applied Act provides a legislative framework that allows for management arrangements to be developed specifically for Christmas Island. After careful consideration of the South Coast Recreational Fishing Working Group’s recommendations and the wide range of issues raised in submissions, I have made my decisions in respect to the future management arrangements for recreational fishing in South Coast Region. I believe the new management arrangements which will be implemented in 1 January 2006 will go a long way to protecting recreational fishing quality and meeting the long term needs for the sustainable management of recreational fishing. The development of this strategy represents a significant step in protecting recreational fishing quality in the South Coast Region and meeting the long-term needs for the sustainable management of recreational fishing. All recommendations contained in this report were made only after careful consideration of the submissions and issues which were raised at public meetings, along with the action needed to be taken to protect the long-term sustainability of our fish stocks.

With a growing population and advances in technology, fishing pressure will continue to grow and anglers will become more efficient at targeting fish - particularly offshore demersal species, such as tropical snappers and emperors. There is also a clear need for recreational fisheries management to complement the existing management arrangements for the charter industry, and provide the necessary framework for recreational fishing to be incorporated into an integrated management framework with other fishing sectors.
