This document provides a cumulative description and assessment of the TDER and all of the fishing activities (i.e. fisheries / fishing sectors) affecting this resource in WA. Future Resource Assessment Reports will assess the Statewide Sharks and Rays Resource. The report is focused on the temperate indicator species (whiskery, gummy, dusky and sandbar sharks) used to assess the suites of demersal sharks and rays that comprise this resource. These species are primarily captured by demersal gillnets used in the TDGDLF that operate in the West Coast and South Coast Bioregions. With a growing population and advances in technology, fishing pressure will continue to grow and anglers will become more efficient at targeting fish, particularly offshore demersal species such as blue groper, dhufish, red snapper, breaksea cod and queen snapper. There is also a clear need for recreational fisheries management to complement the existing management arrangements for the charter industry, and provide the necessary framework for recreational fishing to be incorporated into an integrated management framework with other fishing sectors.

This summary paper provides an overview of the key proposals set out in the full policy discussion paper, Fisheries Management Paper No 175. It does not discuss the theoretical background for the framework presented and therefore readers interested in such discussion are directed to Fisheries Management Paper No 175. Both papers have been prepared to encourage public involvement in the development of policy for stock enhancement within Western Australian waters. Stock enhancement can involve an existing fishery or creation of a new fishery through the translocation of fish. It affects both public and private waters.

The protection of Western Australia's aquatic animals, plants and habitats is important for many reasons. Fish, and many aquatic invertebrates, have significant commercial, recreational and social importance. Aquatic habitats provide food, refuge and breeding areas for fish and other animals. In addition, some habitats, such as rocky reefs and seagrass meadows, act as nursery sites for juvenile animals. Some habitats and their inhabitants (such as coral reefs) also have aesthetic values which support economically and socially important industries, such as tourism.
