This document details my proposed decisions regarding the new management arrangements for the West Coast and Gascoyne commercial “wetline” fisheries. Before finalising my position on the new management arrangements for these fisheries I invite any final comments on the proposed arrangements set out in this document. This Scoping Paper has been prepared as a first step in the development of a management framework for a commercial western rock lobster puerulus growout aquaculture industry in Western Australia. The purpose of this Scoping Paper is to identify and scope the issues associated with the development of such an industry and to identify matters which should be considered in the development of a management framework.

Geography

Steel wire rope is used for many logging applications. It has served the industry well in terms of strength, durability, and longevity. However, steel wire rope is difficult to use because it is stiff, heavy, and unyielding. These characteristics can lead to fatigue and exhaustion, and may contribute to worker injuries. Ultra-high molecular weight polyethylene synthetic rope has the potential to replace steel wire rope for selected logging applications. Research shows ergonomic gains and other operational effectiveness with its use. Growth of the shellfish aquaculture industry in Virginia has added significant value to the state’s seafood marketplace. Today, watermen continue to harvest both hard clams and oysters from the state’s public resources, albeit at diminished rates. At the same time, Virginia’s watermen-farmers are providing growing quantities of additional quality shellfish to consumers. Following the lead of the hard clam industry, there has been a significant transition to intensive aquaculture of native oysters in recent years. The once extensive oyster planting has disappeared primarily as a result of endemic oyster diseases and increasing wildlife predation of seed oysters. In its place …

The CAP’s primary responsibility was to develop criteria for access and allocation within the context of the management framework developed by the MPP. It is therefore important that this management paper is read in conjunction with the papers prepared by the MPP that outline the recommended management arrangements for the Gascoyne (Fisheries Management Paper No. 205) and the West Coast (Fisheries Management Paper No. 206) regions.

Quota management systems are now in place for the New Zealand, Tasmanian and South Australian rock lobster fisheries. New Zealand was the first to move to QMS (1989), followed by the Southern Zone of South Australia (1993), Tasmania (1998) and Northern Zone South Australia (2001). As part of a review of the system of management used for the West Coast Rock Lobster Fishery, a West Australian delegation visited New Zealand, Tasmania and South Australia in 2004 to learn more about the management systems in place for their respective rock lobster fisheries.
