Despite the climate commitments made by countries in the Paris Climate Agreement adopted in 2015, and reinforced during COP 21, world carbon emissions have increased in both 2021 and 2022. It is increasingly unlikely that the world can achieve the targeted 50% carbon reduction by 2030; the reduction approximately needed for reducing global temperature rise since the beginning of the industrial revolution to less than 1.5 deg. The primary goal in the development of at-risk species conservation assessments is to compile biological and ecological information that may assist conservation practitioners in making decisions regarding the conservation of species of interest. The Nebraska Natural Legacy Project recognizes the timber rattlesnake (Crotalus horridus) as a Tier 1 at-risk species. Provided here are general management recommendations regarding timber rattlesnakes. Conservation practitioners will need to use their professional judgment for management decisions based on objectives, location, and site-specific conditions. In this report, we present estimates for ecosystem services from soil health using two approaches for four different services. One approach generates estimates based on soil-health practices, and the other approach is based on improvements in soil-health indicators. For soil- health practices, such as adopting best-management practices on annual corn, we utilize a set of off-the shelf empirical models widely used to estimate ecological functions on farm landscapes. For soil-health indicators, we make estimates by linking these tools with soil data and statistical models describing how soil-health parameters influence the interaction of soils with water and their environment. The Vermont (VT) Global Warming Solutions Act (GWSA, 2020) sets greenhouse gas (GHG) emissions reduction targets as 26% below 2005 by 2025, 40% below 1990 by 2030 and 80% below 1990 by 2050 for energy-related emissions only. Vermont’s omission of GHG emissions from land conversions can result in significant costs of inaction (COI), which can hinder state’s mitigation and adaptation plans and result in a climate crisis-related risks (e.g., credit downgrade). Science-based spatio-temporal data of GHG emissions from soils as a result of land conversions can be integrated into the conceptual framework of “action” versus “inaction” to prevent GHG emissions. …

Forests provide immense goods and services to both local and regional communities. The USDA Forest Service’s, State and Private Forestry program administer multiple landowner assistance programs aimed at helping private forest owners while supporting the continued supply of ecosystem services (e.g., timber harvesting, recreation, carbon sequestration and storage). The two landowner assistance programs assessed in this study are the Forest Legacy Program (FLP) and the Forest Stewardship Program (FSP). Nuclear power offers more energy in less physical space than solar and wind and yields more energy per pound than fossil fuels. However different nuclear fuels yield different waste profiles and create different beneficial products. Uranium 233 (U233) resists use in nuclear weapons, yields beneficial daughter products, and produces dramatically less of the most problematic waste products than Uranium 235 (U235). U233 results from reactions with Thorium, a plentiful, ubiquitous element currently considered waste from rare earth mines. Aim: Connectivity is vital to the resiliency of populations to environmental change and stochastic events, especially for cold-adapted species as Arctic and alpine tundra habitats retract as the climate warms. We examined the influence of past and current landscapes on genomic connectivity in cold-adapted galliformes as a critical first step to assess the vulnerability of Alaska ptarmigan and grouse to environmental change. We hypothesize that the mosaic of physical features and habitat within Alaska promoted the formation of genetic structure across species.

Limited information and resources have caused many parks and protected areas (PPAs) to functionally manage recreationists as a single homogeneous group, despite potential negative social and ecological consequences. We aimed to evaluate the homogeneity of recreationists at the Valentine National Wildlife Refuge (NWR) by 1) quantifying frequencies of consumptive (i.e., hunting), intermediate-consumptive (i.e., fishing), and non-consumptive recreational-activity groups (e.g., wildlife viewing), and 2) evaluating sociodemographic differences among these groups. We used onsite surveys to determine that Valentine NWR supports heterogeneous groups of recreationists. The intermediate-consumptive group was most frequent (77% of all parties). In the first chapter of this dissertation we evaluate potential benefits of drinking water infrastructure investments in the United States. We estimate willingness-to-pay for high-quality drinking water using consumer avoidance behavior in response to health-based drinking water quality violations. To do so we estimate a household-level discrete choice model of drinking water. We find that the average household is willing to pay $162 per year to avoid a one standard deviation decrease in water quality. We additionally find that WTP for bottled water increases in income. This dissertation studies the strategic choices made by both governments and private citizens in relation to impairment of water quality over both surface and drinking water in the United States. In the first chapter, I investigate whether delegating responsibility for surface water quality management to state governments generates negative externalities against downstream neighboring states. To separate the effect of state-level policy from other sources of water quality variation, I rely on the staggered roll-out of state water management programs under the Clean Water Act to conduct a difference-in-difference analysis. The purpose of this study was to identify the management strategies that lead to maximum financial returns from a black walnut plantation. To evaluate a selection of plantation establishment scenarios, thinning treatments, and product objectives, an Excel-based black walnut financial model was updated and revised. Key updates to the model included incorporating three cash flows for 1) the collection and wholesale of black walnut sap, 2) producing black walnut syrup, and 3) leasing black walnut trees for tapping. This dissertation empirically examines three issues related to CWA and SDWA: 1) Financial Assistance and Environmental Compliance; 2) Financial Assistance Priorities from the Clean Water State Revolving Fund; and 3) Drinking Water Compliance during COVID-19 Pandemic.

Using the National Pollution Discharge Elimination System compliance and the Clean Water State Revolving Funds (CWSRF) data for wastewater treatment plants in nine states between 2010 and 2018, chapter 2 examines a) the effect of non-compliance on the distribution and size of awarded CWSRF loans, and b) the effects of the CWSRF provision and award size on post-funding compliance. Aim: Biodiversity is a multidimensional property of biological communities that represents different information depending on how it is measured, but how dimensions relate to one another and under what conditions is not well understood. We explore how taxonomic, phylogenetic, and functional diversity can differ in scale-of-effect dependence and habitat-biodiversity relationships, and subsequently how spatial differences among biodiversity dimensions may arise. Inland recreational fishing, defined as primarily leisure-driven fishing in freshwaters, is a popular pastime in the USA. Curbside recycling as a preferred mode of residential and municipal sustainability goals seems to have an overwhelming acceptance and adoption in the US. About 69.8 million out of 97.3 million (72%) single-family households in the United States have access to curbside recycling services (State of Curbside Recycling Report, 2020). Battery storage coupled with solar panels became a consideration after the original net metering program in California (NEM 1.0) ended and gave way to the current net metering program (NEM 2.0). Under NEM 2.0, battery storage gives customers under time-of-use (TOU) rate plans the ability to store the excess electrical energy generated by their panels during sunlight hours (when electricity usage and resale rates are low) and then use that energy in the evening when rates are significantly higher.
