Managing Oil and Gas Development in Colorado: The New COGCC Rules (December 16)

NRLC Hot Topic held on December 16, 2008 from 12:00 noon to 1:30 p.m. at the offices of Hogan and Hartson, Denver, Colorado.

Panelists from COGCC, the oil & gas industry, and environmental community, will present their perspectives on the soon-to-be-issued rules on oil and development in Colorado. Discussion and questions from attendees will follow.

This shoreline inventory is developed as a tool for assessing conditions along the tidal shoreline in the City of Chesapeake. Field data were collected between June and July 2002. Conditions are reported for three zones within the immediate riparian river area: riparian land use, bank and buffers, and the shoreline. A series of maps and tabular data are published to illustrate and quantify results of an extensive shoreline survey. Shorelines of the western, southern and eastern branches of the Elizabeth River including small tributaries were surveyed for this inventory. Since the commercialization of the amazonian fishery in the early 1970´s there have been major problems with enforcement of minimum capture length laws and regulations. It has been well documented with species such as tambaqui (Collosum macroponum) and mapara (Hypopthalamus edentates) that juveniles and pre-adults are being targeted by fishermen. This has led to a situation where most of the individuals present in fish markets are undersized and illegal according to IBAMA regulations. Emissions scenarios used by the Intergovernmental Panel on Climate Change (IPCC) are based on detailed energy system models in which demographics, technology and economics are used to generate projections of future world energy consumption, and therefore, of greenhouse gas emissions. We propose in this paper that it is useful to look at a qualitative model of the energy system, backed by data from short- and medium-term trends, to gain a sense of carbon emission bounds. Here we look at what may be considered a lower bound for 21st century emissions given two assumptions: first, that extractable fossil-fuel resources follow the …

Western Australian Rangeland Monitoring System (WARMS) sites are designed to provide defined areas for repeated photography and collection of vegetation composition, shrub/tree cover and landscape function (soil surface assessment) data. This manual defines the procedures for installing and monitoring WARMS sites in the grasslands of northern Western Australia. It provides a documented reference of site stratification at regional scale, and site allocation at station (property) scale. Different procedures apply for sites in the shrublands of the southern pastoral zone. WARMS is designed to be interpreted at the vegetation type or regional scale, rather than lease (station) scale. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. In Western Australia, a number of coastal rivers and estuaries have suffered from eutrophication since the 1960’s. Often the focus of the threat to water quality in these areas has been agriculture because of its extensive nature and widespread use of highly soluble fertilisers. Over recent years a focus on nutrient inputs, outputs and nutrient balance in a number of projects provides an opportunity to compare the relative nutrient threats from the agricultural and urban sectors, placed in the context of increasing urbanisation and development. Fires are becoming more prevalent events across the landscape in the southwestern US. Over the next several decades the already arid southwest is predicted to become warmer and drier, with longer summers, and an increase of “extreme” weather events such as lightening inducing thunderstorms. While the “hotter and drier” forecast may indicate less abundant plant life, and thus less available biomass for fuel, exotic invasive plant species are becoming more dominant across the landscape with increases in human travel and commerce. Twisters, (poly)‐dimethylsiloxane‐coated magnetic stir bars, were used to measure compounds typical of swine manure malodor in air. In initial experiments, a time to achieve equilibrium was determined by preloading the stir bars with ten compounds with a range of volatilities and polarities and then monitoring their loss. The rate of loss was dependent on compound volatility, and the time for equilibrium to be attained varied widely, from 22 min for phenol to 210 min for skatole. To test whether the Twisters would respond linearly over a range of concentrations, the stir bars were placed in vented jars with solutions of …

Invasive exotic plants provide an unnatural conduit for fires in the Mojave Desert. For the last five years, roadside monitoring for exotic invasive species has been a common practice for documenting distributions in Clark County, Nevada (Abella et al., in press). Yet, studies have shown that weed relationships to road corridors differ depending upon the natural system (Hansen and Clevenger, 2005). In the Mojave Desert, it is unknown whether exotic species are limited to or even predominant along roadsides.

Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes.
