An artificial urban shallow lake, Prospect Park Lake (PPL), is situated on a terminal moraine in Brooklyn New York, and supplied with municipal water treated with ortho-phosphates. The constant input of the phosphate nutrient is the primary source of eutrophication in the lake. The numerous pools along the water course houses various aquatic phototrophs, which influence the water quality and the state of the system, driving conditions into favoring the survival of their species. Nitrogen overload, eutrophication, and hypoxia have been challenging and persistent water quality problems in Long Island Sound (LIS) over the past decades with major impacts on commercial industries, ecology, and recreational activities in the region. Recognizing these problems, the EPA enforced three phases of the Clean Water Act (CWA) to reduce nitrogen loads in an effort to improve this important estuary. We study the potential value to stakeholders of probabilistic long-term forecasts, as quantified by the mean information gain of the forecast compared to climatology. We use as a case study the USA Climate Prediction Center (CPC) forecasts of 3-month temperature and precipitation anomalies made at 0.5-month lead time since 1995. Mean information gain was positive but low (about 2% and 0.5% of the maximum possible for temperature and precipitation forecasts, resp.) and has not increased over time. Information-based skill scores showed similar patterns to other, non-information-based, skill scores commonly used for evaluating seasonal forecasts but tended to be smaller, suggesting …
