Shifting Baselines and New Meridians: Water, Resources, Landscapes, and the Transformation of the American West (Summer Conference, June 4-6)
The Center’s 29th annual conference will focus on the changes in the West resulting from rapid population growth, development, disrupted historical weather patterns and the effects of those changes on land, water, and energy resources. Speakers and panelists will address the adaptability of the legal and political institutions and how the transformation of the West may foreshadow fundamental changes to these institutions.

Human–Wildlife Interactions
The Utah prairie dog (Cynomys parvidens), a federally listed threatened species, causes damage to agricultural operations, yet little incentive exists for private landowners to conserve them. Therefore, we surveyed Utah residents to identify stakeholder attitudes regarding prairie dog management. We assessed how perceptions of wildlife damage affect respondent attitudes regarding conservation among agricultural producers, rural residents, and urban residents. Cooperative Extension is an ideal facilitator for volatile wildlife issues such as endangered species management on private lands. Often, lack of trust in government agencies or fear of Endangered Species Act regulations hinders conservation efforts on these private lands. Extension personnel have close ties to local affected communities and thus can be instrumental in educating landowners regarding options that may be available to them in regards to sensitive, candidate, threatened, or endangered species. Recent population expansion of Barred Owls (Strix varia) into western North America has led to concern that they may compete with and further harm the Northern Spotted Owl (S. occidentalis caurina), which is already listed as threatened under the U.S. Endangered Species Act (ESA). Because they hybridize, there is a legal need under the ESA for forensic identification of both species and their hybrids. We used mitochondrial control-region DNA and amplified fragment-length polymorphism (AFLP) analyses to assess maternal and biparental gene flow in this hybridization process. Mitochondrial DNA sequences (524 base pairs) indicated large divergence between …
