All levels of government recognise the widespread devastation of communities by natural or other disasters. They have responded with emergency management arrangements and policies to enhance government and community capacity to anticipate, withstand and recover from disastrous events. Although the construction industry has a significant role to play, particularly in recovery and reconstruction, it has not generally been considered as a key stakeholder in building capability for disaster resilience. Public-private partnership has important roles to play in disaster management, including building business and community resilience, developing community risk awareness and providing essential services. This paper reports on two recent initiatives in public-private partnerships on Queensland’s Gold Coast. The first is an initiative by a local community group ‘Varsity Lakes Community Limited’ to prepare a disaster management guide for the masterplanned community of Varsity Lakes with support from NRMA insurance company and the local council. The second is the ‘Community Watch’ program initiated by the Gold Coast City Council to involve local community groups in various parts of the City …

In a global world, how can water, a necessary and increasingly scarce resource, be managed? We understand that water is a basic need. Do we also share the belief that water is a basic right? Does the international community share beliefs about water that may be the foundation of an international regime or system of global governance for the equitable implementation of global water policy? And finally, what international body or bodies might handle the disputes that arise as our population and need for water increase? The author tackles these questions and looks at models to guide us.

If project management answers the question “Are we managing the project correctly?“ then project portfolio management answer the questions “Do we have the right project?“ This study is to investigate the governance structures and the practices, roles, responsibilities of portfolio management in service and manufacturing organisations in Australia. Adapting existing buildings is a viable alternative to demolition and replacement in order to mitigate climate change and global warming. Australian cities with inherent cultural heritage fabric, like Melbourne and Sydney, are actively promoting building adaptive reuse as a strategy that supports their programme for developing carbon-neutral cities. Thus, designing for future buildings with embedded adaptive reuse potential is a useful criterion for sustainability. Oxy-reforming is emerging as an interesting alternative to conventional methods of hydrogen generation. The current article characterises this process through analysis of individual reactions: SMR (steam methane reforming), WGS (water gas shift) and CPO (catalytic partial oxidation). Analyses relate to optimisation of thermal conditions thus enabling cost-effectivenes of the process.

Environmental and public health-focused sciences are increasingly characterised as constituting an emerging discipline—planetary medicine. From a governance perspective, the ethical components of that discipline may usefully be viewed as bestowing upon our ailing natural environment the symbolic moral status of a patient. International collaboration on nanotechnology governance has so far paid little attention to security implications of regulating the use of nanotechnology. For example, the Coalition of Non-Governmental Organizations (initiated by the International Centre for Technological Assessment) developed 'Principles for the Oversight of Nanotechnologies and Nanomaterials' to provide a set of ethical standards for nanotechnology research and development (Kimbrell, 2009). Similar initiatives are observed at the national level, as has been seen in the Swiss Retailers Association Code of Conduct and the UK's Responsible NanoCode (Bowman and Hodge, 2009, pp.149-152). Economic analyses conducted by the West Michigan Wind Assessment indicate that wind energy development could generate economic benefits and new employment in West Michigan; however, much of the economic activity occurs during construction and the local benefits depend on how many turbine parts are manufactured locally. As the wind industry grows in Michigan, a higher portion of the spending to construct new wind facilities could remain in the state.

West Michigan Wind Assessment Issue Brief #6 The economic costs of wind energy development were estimated in compared to costs of coal and natural gas. Excluding subsidies, but including external costs, we found that wind has a lower total cost ($/MWh) than coal, but slightly higher than natural gas.
