Development Of Waste Collection Services On Rural Territory From Neamț County, Florin C. Mihai, Liviu Apostol

This paper analyzes the expansion of sanitation services in rural areas after the closure and rehabilitation of rural dumpistes having as deadline July 16, 2009. Following this period local authorities are forced to collect and dispose the waste generated in urban landfills from proximity until the transfer stations will be operational. Most of the rural population has no access to waste collection services, waste generated and uncollected are uncontrolled disposed polluting the local environment. Development of sanitation services is a basic condition for an efficient implementation of integrated waste management system at county level.

It highlights the main climate change impacts foreseen and presents recommendations for the preparation of a national adaptation strategy. Coping with climate change is possible, provided that proactive actions are taken by both the public and the private sector. Public authorities need to set clear priorities and implement well designed policies. We develop a simple measure of the potential effectiveness of solar radiation management (SRM) in compensating for anthropogenic climate change and test this measure using data from an ensemble of modeling experiments conducted with a general circulation model (GCM). Assuming a linear relationship between the amounts of SRM implemented globally and the regional temperature and precipitation responses to that change, we calculate the amount of SRM that minimizes impacts using three different social objectives: egalitarian, utilitarian and ecocentric. It appears to be technically feasible to engineer an increase in albedo, a planetary brightening, as a means to offset the warming caused by carbon dioxide (CO2) and other greenhouse gases through Solar Radiation Management (SRM). This option has two characteristics that make it attractive for managing climate risk: it is quick and cheap. However, SRM cannot exactly compensate for the CO2-driven climate change. Moreover, SRM introduces risks in the climate system that are unique to this type of intervention.We introduce SRM in a model of climate change economics and analyze the optimal policy under uncertainty. Because the distribution of alpine tundra is associated with spatially limited cold climates, global warming may threaten its local extent or existence. This notion has been challenged, however, based on observations of the diversity of alpine tundra in small areas primarily due to topographic variation. The importance of diversity in temperature or moisture conditions caused by topographic variation is an open question, and we extend this to geomorphology more generally. International collaboration on nanotechnology governance has so far paid little attention to security implications of regulating the use of nanotechnology. For example, the Coalition of Non-Governmental Organizations (initiated by the International Centre for Technological Assessment) developed 'Principles for the Oversight of Nanotechnologies and Nanomaterials' to provide a set of ethical standards for nanotechnology research and development (Kimbrell, 2009). Similar initiatives are observed at the national level, as has been seen in the Swiss Retailers Association Code of Conduct and the UK's Responsible NanoCode (Bowman and Hodge, 2009, pp.149-152).
