Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. It highlights the need for champions within local government when a project evokes competing interests. It demonstrates the extent to which “words matter” to policy outcomes, and who …

The Fall 2008 Unl Bike Survey: Examining The Status Of Bicycle Transportation At The Univeristy Of Nebraska-Lincoln, Brent Schmoker

Department of Environmental Studies: Undergraduate Student Theses

This study evaluates the state of bicycle use by University of Nebraska-Lincoln (UNL) students during the fall semester of 2008. An online survey was administered to a random sample of graduate and undergraduate students to determine the factors that encourage and inhibit students from using bikes for transportation to campus. The results suggest that a significant portion of the student population uses bikes for transportation to campus but several factors combine to keep the overall number of bicycle commuters low. The paper concludes with suggestions for increasing bike commuting to UNL and predictions about the future of transportation in the …

The Community Forest Collaborative seeks to expand community ownership and management of forestland in northern New England and has documented the value of community forests both as a community investment strategy and as a component of regional landscape conservation strategies.

Research conducted over the last three years has determined that there needs to be a concerted effort to develop an infrastructure of support communities that want to acquire own and manage forestland. Two principle actions were recommended:

Expand resources for acquisition and management

and

Expand formalize and institutionalize technical assistance

Abstract:

The United States currently faces a nuclear waste crisis. According to a 2002 report by former Secretary of Energy Spencer Abraham, “We have a staggering amount of radioactive waste in this country.”1 The Department of Energy (DOE) estimates that by 2035 the U.S. will have approximately 115,000 metric tons of high-level nuclear waste, which exceeds the capacity of the proposed federal storage site at Yucca Mountain.2 Deciding where and how to store nuclear waste is a significant nuclear, environmental, and health policy issue. The pending construction of the Changuinola 75 Hydroelectric Project (Chan-75) has sparked significant controversy as the affected communities, national non-governmental organizations (NGO’s) and international NGO’s have protested against the conduct of the project’s promoters, the AES Corporation and supporters, the Panamanian government. Located in the Bosque Protector Palo Seco, a buffer zone to La Amistad International Park, the Chan-75 hydroelectric dam project will have significant consequences for the biodiversity, flora and fauna of the area. The dam will also displace four indigenous Ngöbe communities, a traditionally marginalized and underrepresented group, as well as flooding the farmland of many others. Hydroelectric …

• The Interagency Science and Research Team provided a review of its overall progress to the SNAP Board at a meeting on January 25, 2008.
• A meeting was held with an ad hoc SNAP Land Use Team to request members’ assistance in the development of the science strategy. These individuals reviewed the draft SNAP Science and Research Strategy sub-goal related to land use and then developed priority science questions and associated contributing questions. Assistance was provided to the Cultural Resources Team and the Recreation Team with the selection and prioritization of their science questions.

The Colorado River is the primary surface water resource of the Southwest, providing water to approximately 30 million residents. Studies and policy decisions associated with a recently completed EIS point to an ever-tightening water supply due to longstanding growth pressures exacerbated by significant climate change impacts. Given these trends, how can the river’s environmental needs be satisfied?

ABSTRACT Littering is an American environmental crime, creating a danger to public health and safety. Experts nationwide have done little research on litter’s impingement upon state jurisdictional environmental degradation. Unfortunately, the 50 American states do not collect uniform litter data measures, such as volumes of waste collected, total litter eradication expenditures, the number of persons injured or killed by litter/dumping-related incidents. For the first time, a "litter scorecard" is created, measuring each state’s environmental quality indicators and litter eradication programs. Community-based ecosystem management is an approach to getting things done. It manifests as actions that collectively maintain or restore nature’s ability to provide clean water, clean air and support for living systems. Sustaining the earth’s natural capital requires integration within the system of social capital. Through collaboration, people can accomplish the first step toward sustainability – the development of a collective vision of desired future outcomes for the places where they live, work and play. Articles

Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. In particular, GIS has the potential to increase community knowledge and enhance involvement by communicating information more effectively. Variable accessibility to technology and data quality …

Andrew Fisk gives an overview of the history of the federal Clean Water Act and of Maine’s efforts to improve the quality of the state’s lakes, rivers and streams. He describes how the Clean Water Act works and how its provisions are implemented. While the quality of Maine’s water bodies has improved greatly, much work still remains to be done in the areas of rain and stormwater runoff and mercury pollution, and in having adequate financing and infrastructure over the long term.
