The Clean Energy Legislation passed by the Australian Parliament on 8 November 2011 links the carbon price to the Carbon Farming Initiative (CFI). Under the Carbon Credits (Carbon Farming Initiative) Act 2011 (the Act), proponents need to consider regional natural resource management (NRM) plans to ensure that tree plantings for carbon bio-sequestration maximise environmental benefits and avoid unintended adverse effects on biodiversity, water and agricultural production systems.

In 2008, the Ord Irrigation Expansion Project was approved by the Western Australian Government to develop irrigated agriculture on the Weaber Plain. Construction of the M2 supply channel connecting the ORIA and the Weaber Plain, and the final period of irrigation design, environmental management and related approval processes, commenced later in 2009. This process followed a protracted period of public and private industry planning and environmental assessment (Kinhill 2000). The National Land and Water Resource Audit (NLWRA), has identified Dryland Salinity as one of seven major themes for an audit of the nation’s land, water, vegetation and natural resource management. Within this theme, Project 3 has been developed to investigate a key catchment type and how management scenarios will impact on dryland salinity processes. The Lake Warden catchments have been chosen as one of four catchment water balance studies to be undertaken nationally. The catchment water balance analysis will be undertaken using numerical modelling by the CSIRO, Division of Land and Water.

It is the clearing of native vegetation and replacement with lower water-use annual crops and pastures that is responsible for the developing salinity problem. Traditional farming practices have led to increased recharge to the groundwater systems resulting in increased storage and/or greater areas or rates of discharge. Groundwater monitoring has revealed variable rates of rise throughout the Fence Road catchment, from static to 0.6 metres per year, in a period of average to below average rainfall.

A study of the role of groundwater carriers and barriers in controlling salinity was carried out in the Westdale Catchment by Lewis and McConnell (in preparation). Although that study was primarily concerned with groundwater flow and discharge processes, the data collected also provided rudimentary information on the timing of groundwater recharge events and their distribution across the landscape.
