There is a wide range of economic contexts in which aggregate costs have to be allocated amongst individual agents or components who derive t he benefits from a common project. A firm has to allocate overheard costs atmongst its different divisions. Regulatory authorities have to set taxes or fees on individual users for a variety of services. This dissertation explores some issues concerning the behaviour of coalitions of individuals in a game theoretic set-up and also studies one aspect of a society facing collective action of the masses. The common feature of the issues explored in the dissertation is that it investigates the properties of stable social states. Chapter 2 introduces a notion of a social state that is unlikely to be displaced by any coalition of agents endowed with a certain notion of rationality and a certain degree of farsightedness and explores the properties of such states. Over one thousand acres of farmland, open space, and wetlands are converted to residential or commercial development each week in New England. In Massachusetts, nearly two acres of open space land is lost to development every hour. Current development trends suggest that this building pattern, referred to as sprawl, is likely to continue into the near future. Because the negative consequences of sprawl development are highly visible, residents of Massachusetts are becoming increasingly concerned about its impact on their communities. The Marine Business and Coastal Development Program, Sea Grant Marine Advisory Services at the Virginia Institute of Marine Science, (VIMS) has completed a characterization of the personal property taxing methodologies currently used by Middle Peninsula localities. In conjunction with the Middle Peninsula Planning District Commission's (MPPDC) Coastal Technical Assistance Program, the investigation details the following information:

1. Documentation of the watercraft taxing methodology currently used in the MPPDC counties of Gloucester, Mathews, Middlesex, King and Queen, King William, and Essex County.

2. A comparison of resulting taxes assessed by each of the MPPDC localities on some "standardized" boats.

For the past decade Jersey City, New Jersey has worked to redevelop its waterfront. The once highly industrialized waterfront is now the location of residential and commercial uses and more projects are slated for the future. Although many improvements to the physical and built environment occurred along the waterfront, many question whether enough emphasis was placed on outdoor recreation. Site assessments, field observations, and surveys of waterfront users in Jersey City, NJ were conducted to determine what uses are possible, and in the greatest demand on the waterfront. The diversity of native plant species in urban environments is usually overlooked when biodiversity levels are considered. Inventories of native plants reveal many to be rare species surviving the harsh conditions encountered in urban ecosystems. Knowledge of their existence and an inventory of their distribution will assist in maintaining these populations. Protection strategies for rare plant species are outlined for urban National Parks.
