This document records the decision made by the Bureau of Land Management (BLM) for managing the public land surface and federal mineral estate in the Jonah II Area Natural Gas Development project (hereafter referred to as the Jonah II Project). The Jonah II Project area comprises approximately 59,600 acres of Federal, State, and private land ownership. Of this total, approximately 56,400 acres are BLM administered or 95 percent; 2,560 acres are State of Wyoming or 4 percent; and 640 acres are private surface/federal minerals, or 1 percent. See Map 1.1 for the location of the Jonah II Project.

The decision to implement this plan is in conformance with the 1987 Grand Junction Resource Area Resource Management Plan (RMP). Many of the management actions being proposed in the plan constitute an amendment of the RMP. This integrated resource management plan employs a "benefits based management approach" which expands our management focus beyond lands and resources to also address resulting outcomes as improved conditions. Plan implementation for the RCBR ecosystem will be done through an interdisciplinary ad-hoc committee which defines issues and prioritizes management actions. Federal sodium leases are issued based upon a system of closed competitive bids. The highest bidder may receive the lease provided the bid meets or exceeds fair market value. Leases have a 20-year primary term with discretionary 10-year renewal periods thereafter. The 7,500-acre Savant Sage Resource Area forms a mountainous backdrop and prominent landscape for the communities of Athol, Belmont and the surrounding areas. The majority of the area was burned by the fires of the late 1800's, and there has been little timber resource management since. During early scoping activities, the public expressed concern for personal use of water resources in the area; the importance of visual resources to both local residents and seasonal visitors to the area; the forest health of the area; and the complexity of the area as a whole.

The Diamond Mountain Resource Management Plan is approved. The plan was prepared under the regulations for implementing the Federal Land Policy and Management Act (FLPMA) of 1976 (43 CFR 1600). An environmental impact statement was prepared for this plan in compliance with the National Environmental Policy Act (NEPA) of 1969. The plan is identical/nearly idential to the one set forth in the proposed plan and associated final environmental impact statement published in August 1993.
