Mattanock Town's Restoration Plan is a science-based restoration process that evaluates the site's history, the tribal history, and the most current research to maximize native habitats, enhance coastal resilience, and reconnect the Nansemond people to the local river. Restoration priorities include increasing native plant species, incorporating oyster habitat, and addressing erosion. This plan details how synthesizing existing and new physical, biological, and cultural information can help the Nansemond Indian Nation prioritize projects that benefit their community and the surrounding environment.

Commercial poultry production is a large industry with economic importance in Virginia. However, mismanagement of manures and wastes generated from the poultry industry can be a serious threat to ecosystem and human health. Primarily, there is a concern about nutrient pollution related to runoff and infiltration of poultry wastes. High nutrient loading can cause groundwater contamination, eutrophication, and harmful algal blooms (HABs). Additional concerns include metals, antibiotics, and pesticides that can be found in poultry wastes. The Biden Administration has set aggressive offshore wind energy goals, aiming to have 30 gigawatts of offshore energy in place by 2030. This amount of energy has the potential to power 10 million homes (White House, 2022), helping the administration to reach larger clean energy goals. In Virginia, Dominion Energy aims to have 2.6 gigawatts of offshore wind energy by 2026, enough to power up to 660,000 homes (Dominion Energy).

An Ecological Monitoring Program (EMP) has been established at the Virginia Institute of Marine Science Eastern Shore Laboratory (VIMS ESL) for the coastal environment near the Wachapreague lab. The goals of the initiative are to 1) provide status and trends information to scientists who study and regulators who manage Virginia’s marine resources, 2) provide a scientific context for short-term research and grant proposals 3) provide pedagogical enrichment for educators to use in their classes, and 4) build capacity in staff expertise and training of interns and students at VIMS ESL.

The H-mode plasma edge is a region of steep gradients in density and temperature known as the “pedestal” which greatly increases energy confinement. The complex links between neutral-plasma interactions and both diffusive and convective transport in the pedestal must be understood to model, predict, and achieve the high performance required for a fusion power plant. Mass spectrometry (MS) is one of the most used techniques in proteomics because it allows for both high-throughput and quantitative analyses. Bottom-up MS-based proteomics involves breaking down proteins into smaller chains of amino acids called peptides, ionizing and fragmenting the peptides, and identifying the fragments using sequencing databases. These databases depend on the random fragmentation at the backbone peptide bond of the peptides, as predicted by the mobile proton model. Research has shown that peptides containing proline or pipecolic acid have selective fragmentations that could lead to incorrect identification in the sequencing algorithms. Incremental learning aims to enable machine learning systems to sequentially learn new tasks without forgetting the old ones. While some existing methods, such as data replay-based and parameter isolation-based approaches, achieve remarkable results in incremental learning, they often suffer from memory limits, privacy issues, or generation instability. To address these problems, we propose Recoverable Memory Bank (RMB), a novel non-exemplar-based approach for class incremental learning (CIL). Acrylic paint is a modern artistic material made of colored pigment and polymeric binder. Acrylic binder requires fundamental study at the molecular level to understand its physical properties for purposes of art conservation and general polymer chemistry. The research presented in this thesis uses single-sided nuclear magnetic resonance (NMR) as a non-invasive and non-destructive way to measure relaxation and self-diffusion, which provide insight to molecular mobility and physical properties of proton-containing samples. The influence of bottom-up and top-down controls on the formation and persistence of phytoplankton blooms has been well studied. However, the relative importance of these bottom-up and top-down controls vary spatially and temporally. In the tidal tributaries and mainstem of Chesapeake Bay, the summer dinoflagellate population follows a succession of bloom-producing species. The dinoflagellate species Margalefidinium polykrikoides and Alexandrium monilatum are currently considered the end of this succession. These species form near-annual blooms in the lower half of Chesapeake Bay and are considered harmful algal bloom (HAB) species due to their negative ecological impacts. Mixotrophic protists, which combine the use of photosynthesis and prey ingestion to obtain nutrients for growth, comprise a substantial portion of the plankton community. However, there is a major gap in our understanding of how mixotroph prevalence varies spatially and temporally and under what conditions they dominate. I utilized a recently developed molecular technique to experimentally identify active mixotrophs (taxa identified to be grazing when samples were collected) and combined this with microscopy data to estimate active mixotroph abundance and proportion at two locations in a temperate estuary over a year. Significant effort has been devoted to increasing SBOM awareness and developing SBOM formats and tools. With the enlarging computation capacity of general Graphics Processing Units (GPUs), leveraging GPUs to accelerate parallel applications has become a critical topic in academia and industry. However, a wide range of irregular applications with a computation-/memory-intensive nature cannot easily achieve high GPU utilization. Ice shelves in the Amundsen Sea (west Antarctica) are melting rapidly and may raise global sea levels substantially over the coming century through reduced buttressing. The high basal melt rates are associated with the presence of warm modified Circumpolar Deep Water (mCDW) that intrudes across the continental shelf and melts the floating portion of the ice sheet from its base near the grounding zone. How much mCDW is present on the continental shelf (its volume inventory) is thus thought to be a key proxy for the year-to-year variability in ice shelf melt rates. This thesis composes of two chapters. Chapter one considers the higher order of Borda Rules (Bp) and the Perron Rule (P) as extensions of the classic Borda Rule. We study the properties of those vector-valued voting rules and compare them with Simple Majority Voting (SMV). Using simulation, we found that SMV can yield different results from B1, B2, and P even when it is transitive. We also give a new condition that forces SMV to be transitive, and then quantify the frequency of transitivity when it fails.

In coastal Virginia today, local governments are dealing with recurrent flooding driven by coastal storms, exacerbated by rising sea level and increased frequency of intense rain events. At the same time, they are confronted with increasing demands on limited resources to address issues coastal flooding in concert with water quality, wetlands management, shoreline erosion, habitat, and community needs such as infrastructure, flood insurance and open space. One solution is to maximize the protection of existing and implement new natural and nature-based features (NNBFs) to capitalize on the provision of multiple benefits to address many of these coastal issues.

The Center for Coastal Resources Management (CCRM), Virginia Institute of Marine Science (VIMS), worked in collaboration with the Virginia Department of Environmental Quality (DEQ) and the Virginia Coastal Policy Center (VCPC) to develop guidance to inform the implementation of Chesapeake Bay Preservation Act (CBPA) regulations promulgated in 2021. The 2021 regulations added provisions to require local governments to consider climate changes, specifically flooding, sea level rise and storms, and the preservation of mature trees in the administration of the CBPA program. Anomaly Detection is becoming increasingly popular within the experimental physics community. At experiments such as the Large Hadron Collider, anomaly detection is growing in interest for finding new physics beyond the Standard Model. This paper details the implementation of a novel Machine Learning architecture, called Flux+Mutability, which combines cutting-edge conditional generative models with clustering algorithms. In the 'flux' stage we learn the distribution of a reference class. The 'mutability' stage at inference addresses if data significantly deviates from the reference class. The City of Norfolk and Norfolk District, U.S. Army Corps of Engineers (USACE), are partnering to conduct a Coastal Storm Risk Management Study (CSRM) study to determine the Federal interest and feasibility of alternatives to mitigate coastal flooding risk in the City. The CSRM is in the Feasibility Study (FS) phase in which alternatives are proposed and developed to conceptual/preliminary design level, benefit/cost analyses are conducted, and environmental studies are completed to comply with the National Environmental Policy Act (NEPA). Human migratory decisions are driven by a wide range of factors, including economic and environmental condi-tions, conflict, and evolving social dynamics. These factors are reflected in disparate data sources, including house-hold surveys, satellite imagery, and even news and social media. Here, we present a deep learning- based data fusion technique integrating satellite and census data to estimate migratory flows from Mexico to the United States. The shoreline inventory files have been generated to support the application of the Maryland Shoreline Stabilization Model (SSM), developed by the Center for Coastal Resources Management (CCRM), Virginia Institute of Marine Science (VIMS), to enhance and streamline regulatory decision making in Maryland. This shoreline inventory includes the features needed as inputs to run the SSM.

The data developed for the Shoreline Inventory is based on a three-tiered shoreline assessment approach. This assessment characterizes conditions by using observations made remotely at the desktop using high resolution imagery.
