Based on a shared interest to better understand the impacts of drought and the potential utility of using drought impacts reporting as a tool for monitoring conditions, researchers from the Carolinas RISA (Dow, Lackstrom, and Brennan), the Climate Assessment for the Southwest (Crimmins and Ferguson), and the Southwest Climate Science Center (Meadow) decided to convene a workshop in Tucson in March 2013. The primary goal was to assemble a small group of university and agency scientists involved with drought impacts monitoring to discuss opportunities and barriers associated with drought impacts reporting, recommend best practices for implementing a drought impacts reporting …

The need for a global drought early warning framework. Drought has had a significant impact on civilization throughout history in terms of reductions in agricultural productivity, potable water supply, and economic activity, and in extreme cases this has led to famine. Every continent has semiarid areas, which are especially vulnerable to drought. The Intergovernmental Panel on Climate Change has noted that average annual river runoff and water availability are projected to decrease by 10%–13% over some dry and semiarid regions in mid and low latitudes, increasing the frequency, intensity, and duration of drought, along with its associated impacts. The sheer …

TIME (Temporally Integrated Monitoring of Ecosystems) is a statistically selected population of lakes in New Eng- land and the Hudson Valley (31 lakes) and the Adirondacks (43 lakes) that were selected from the original 1991 EMAP-SW (Environmental Monitoring and Assessment Program–Surface Waters) population with acid neutralizing capacity less than 100 meq/L (Young & Stoddard 1996). Samples are taken annually, during a summer base-flow ‘index period’. This sampling strategy is used to reduce hydrologic impact on water chemistry and hence provide an assessment of trends in chemistry with the least number of samples (e.g., Stoddard et al. 2003).
The EMAP program …

The Role Of The Ocean Industry In The Chinese National Economy: An Input-Output Analysis, Rui Zhao
Working Papers
The OEAS (Ocean Economy Accounting System) has been established in China for 6 years. However, the economic impact of the ocean economy in China’s national economy has not yet been understood clearly at the national or regional levels. The direct impact of ocean industries in China at national and regional levels has been compiled for the period of 2001-2011, but it is still unclear what the overall economic impacts of ocean industries are in the national economy, and how the ocean industries interact with other industries in the national economy. China is similar to other ocean countries in that, - …

The Portland-Vancouver Urban Long Term Research Area (ULTRA-Ex) is a multidisciplinary project aimed at understanding the feedbacks between human and natural systems in urban settings. The ULTRA-Ex project is seeking to answer the overarching question: How do human governance and biophysical systems respond interactively to both press and pulse disturbances in urban socio-ecological systems?
This presentation provides early observations and findings from the PV ULTRA-Ex project.

Examining Rapid Onset Drought Development Using The Thermal Infrared–Based Evaporative Stress Index, Jason A. Otkin, Martha C. Anderson, Christopher Hain, Iliana E. Mladenova, Jeffrey B. Basara, Mark Svoboda
Drought Mitigation Center: Faculty Publications
Reliable indicators of rapid drought onset can help to improve the effectiveness of drought early warning systems. In this study, the evaporative stress index (ESI), which uses remotely sensed thermal infrared imagery to estimate evapotranspiration (ET), is compared to drought classifications in the U.S. Drought Monitor (USDM) and standard precipitation-based drought indicators for several cases of rapid drought development that have occurred across the United States in recent years. Analysis of meteorological time series from the North American Regional Reanalysis indicates that these events are typically characterized by warm air temperature and low cloud cover anomalies, often with high winds …

Water, Oil and Gas 101 (April 10)
Program co-chairs: Sarah Klahn, Matthew Sura; planning committee: Susan Daggett, Kathryn Mutz.
This full-day program, cosponsored by the Rocky Mountain Land Use Institute (Sturm College of Law, University of Denver), the Colorado Bar Association CLE, and White & Jankowski, LLP, was the first of a 3-part series focusing on water, oil and gas issues of critical interest in Colorado.
The first program provided an overview of the pertinent law and issues generated when the water, oil and gas industries interact; and addressed water quality concerns and the purchasing of water from municipalities for hydraulic fracturing and drilling. Program #2 is …

Aquatic Invasive Plant Surveys In The Blm Medford District During 2012, Rich Miller, Vanessa Morgan, Mark D. Sytsma
Center for Lakes and Reservoirs Publications and Presentations
Aquatic plant surveys were conducted at 22 waterbodies located within the Bureau of Land Management’s Medford District during the summer of 2012. Sites included eleven lakes, ponds or reservoirs and six reaches along the Rogue and Applegate Rivers. Five sampling areas surveyed during 2010 and 2011 were revisited to determine the extent of known non-native species infestations, positively identify rare species, or verify the absence of an expected non-native species. Plant specimens were collected at up to 50 sites at each waterbody using plant rakes or by observation. The non-native submersed species curly leaf pondweed (Potamogeton crispus) and …

Rare Plant Associations, Oregon Dunes National Recreation Area, Sutton Recreation Area, And Heceta Sand Dunes Acec/Ona, John A. Christy
Institute for Natural Resources Publications
Nine of the ten rare plant associations identified in the dunes in 1993 are recommended for continued inclusion in conservation planning. Large-patch associations are currently in good condition, but small-patch associations are being infilled by a combination of plant succession and invasive species. Repeat photography using aerial and ground-based imagery is recommended as a way to gauge the rate of change in dune communities. Prescribed fire is recommended to monitor rejuvenation effects on two shore pine woodland associations that are most at risk of infilling. Vegetation mapping based on remote sensing will enable more accurate assessment of vegetation features, and …

Review Of The Negative Influences Of Non-Native Salmonids On Native Fish Species, Kelly C. Turek, Mark A. Pegg, Kevin L. Pope
Nebraska Cooperative Fish and Wildlife Research Unit: Staff Publications
Non-native salmonids are often introduced into areas containing species of concern, yet a comprehensive overview of the short- and long-term consequences of these introductions is lacking in the Great Plains. Several authors have suggested that non-native salmonids negatively influence species of concern. The objective of this paper is to review known interactions between non-native salmonids and native fishes, with a focus on native species of concern. After an extensive search of the literature, it appears that in many cases non-native salmonids do negatively influence species of concern (e.g., reduce abundance and alter behavior) via different mechanisms (e.g., predation and competition). …
