Water Access And Security For Mongolian Peri-Urban Communities In The Face Of Climate Change And Development, Heather Cook
Water Access And Security For Mongolian Peri-Urban Communities In The Face Of Climate Change And Development, Heather Cook
Independent Study Project (ISP) Collection
The paper attempts to assess how water access and security in Mongolian ger districts is impacted by the competing forces of climate change and development. The development of Mongolia is, understandably, a priority of the government and much of the populace, as are the impacts of climate change, which are well documented and acknowledged. Furthermore, these processes both have potentially adverse impacts on the overall well being of communities. In the context of water access and security, the need to strike this balance becomes even more acute. These factors can all be seen playing out in the city of Sainshand, …

Inverse Method For Simultaneous Determination Of Soil Water Flux Density And Thermal Properties With A Penta-Needle Heat Pulse Probe, Changbing Yang, Masaru Sakai, Scott B. Jones
Plants, Soils, and Climate Faculty Publications
An accurate method for determination of in situ soil water flux density continues to be the most sought after and yet elusive hydrologic measurement. The penta-needle heat pulse probe (PHPP) employs a central heater needle surrounded by an orthogonal arrangement of four thermistor needles for two-component water flux density estimation. An analytical solution and inverse fitting method are presented for simultaneous estimation of thermal properties and soil water flux density using PHPP measurements. The approach yields estimates of both components of the flux in a plane normal to the axis of the PHPP needles. The method was evaluated using data …

Beyond Peak Reservoir Storage? A Global Estimate Of Declining Water Storage Capacity In Large Reservoirs, Dominik Wisser, Steve Frolking, Stephen Hagen, Marc F. P. Bierkens
Earth Sciences
Water storage is an important way to cope with temporal variation in water supply and demand. The storage capacity and the lifetime of water storage reservoirs can be significantly reduced by the inflow of sediments. A global, spatially explicit assessment of reservoir storage loss in conjunction with vulnerability to storage loss has not been done. We estimated the loss in reservoir capacity for a global data set of large reservoirs from 1901 to 2010, using modeled sediment flux data. We use spatially explicit population data sets as a proxy for storage demand and calculate storage capacity for all river basins …

Issue Brief: Auditing Your Town's Development Code For Barriers To Sustainable Water Management, New England Environmental Finance Center
Sustainable Communities Capacity Building
This issue brief is intended for town officials who want to understand how development regulations in their community affect local water resources. Municipal development codes – the set of regulations that control the built environment – can have a great influence on the availability of clean and healthy water for drinking, recreation, and commercial uses. This in turn affects the community’s social, environmental, and economic vitality.
Comprehensive plans, zoning codes, and building standards are just a few examples of regulations that intentionally or unintentionally regulate the way water is transported, collected and absorbed. Regulations that produce dispersed development or large …

Sustainable Communities Capacity Building
Natural disasters can cause loss of life, inflict damage to buildings and infrastructure, and have devastating consequences for a community’s economic, social, and environmental well-being. Hazard mitigation means reducing damages from disasters.
Local governments have the responsibility to protect the health, safety, and welfare of their citizens. Proactive mitigation policies and actions help reduce risk and create safer, more disaster-resilient communities. Mitigation is an investment in your community’s future safety, equity, and sustainability.

Shoreline Evolution: Northampton County, Virginia Chesapeake Bay Shoreline 2013, Donna A. Milligan, Christine A. Wilcox, C. Scott Hardaway Jr.
Reports
Northampton County is situated along Virginia’s Eastern Shore (Figure 1). Because the County’s shoreline is continually changing, determining where the shoreline was in the past, how far and how fast it is moving, and what factors drive shoreline change will help define the shoreline’s future movement. These rates and patterns of shore change along Chesapeake Bay’s estuarine shores will differ through time as winds, waves, tides and currents shape and modify coastlines by eroding, transporting and depositing sediments. The purpose of this report is to document how the Chesapeake Bay shoreline of Northampton County has evolved since 1938. Aerial imagery …

Dune Monitoring Data Update Summary: 2013, Donna A. Milligan, C. Scott Hardaway Jr., George R. Thomas
Reports
The Shoreline Studies Program at VIMS established a beach and dune monitoring program for nine sites around the Virginia portion of Chesapeake Bay (Milligan et al., 2005). These sites were monitored twice yearly for four years (2001-2004). In addition to three years of relatively calm conditions, these data included the impact of Hurricane Isabel, a nearly 100-yr event, on the Bay’s shorelines. The shoreline’s change due to the storm and their subsequent short-term recovery was documented by this data. Since the end of the monitoring program other events have impacted Chesapeake Bay shorelines. In order to document the longer-term recovery …

Arizona v. California at 50: The Legacy and Future of Governance, Reserved Rights, and Water Transfers (Martz Summer Conference, August 15-16)
The Colorado River is an economic, environmental and cultural lifeline of the southwestern United States, and the allocation of its scarce waters are a source of ongoing controversy. This year marks the 50th anniversary of the Supreme Court decision in Arizona v. California. While the case was an important landmark in the still-evolving relationship between these two Lower Basin states, it remains most relevant today by the way in which it clarified federal rights and responsibilities. This is especially true in the areas of federal (including tribal) reserved rights, the role of the Interior Secretary in Lower Basin water …

Changing Regulatory Frameworks for Shale Development and "Social License to Operate" (July 24)
Rapid development of unconventional shale resources in recent years has raised a series of regulatory issues both here and abroad. Because of the "distributed" nature of shale development and the significant increase in wells in key basins, local land-use conflicts have also erupted in certain areas of the country, leading to restrictions and moratoria on drilling by state, county, and municipal governments and raising questions about the industry's continued social license to operate in key jurisdictions. This moderated panel discussion will assess the current regulatory framework governing shale gas development and the changing dynamics among federal, state, and local regulation …

Anthropogenic nitrogen contamination has increased in ecosystems around the world (frequently termed the “nitrogen cascade”). Coke production for steel manufacturing is often overlooked as a source of nitrogen to natural ecosystems. We examined sediment cores from a Horseshoe Lake, a floodplain lake located just East of St. Louis Missouri (USA) to test whether a coking plant effluent could be traced using stable isotopes of nitrogen and diatom microfossils. The distribution of δ15N values in surface sediment samples from the lake shows the highest values near the coking plant effluent. Analysis stable isotopes of nitrogen from sediment cores using …

Optimal Placement Of Off-Stream Water Sources For Ephemeral Stream Recovery, Matthew Rigge, Alexander Smart, Bruce Wylie
Optimal Placement Of Off-Stream Water Sources For Ephemeral Stream Recovery, Matthew Rigge, Alexander Smart, Bruce Wylie
Natural Resource Management Faculty Publications
Uneven and/or inefficient livestock distribution is often a product of an inadequate number and distribution of watering points.Placement of off-stream water practices (OSWP) in pastures is a key consideration in rangeland management plans and is criticalto achieving riparian recovery by improving grazing evenness, while improving livestock performance. Effective OSWPplacement also minimizes the impacts of livestock use radiating from OSWP, known as the ‘‘piosphere.’’ The objective of thisstudy was to provide land managers with recommendations for the optimum placement of OSWP. Specifically, we aimed toprovide minimum offset distances of OSWP to streams and assess the effective range of OSWP using Normalized …
