The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is administered by the United States Department of Agriculture (USDA) Food and Nutrition Service (FNS). The WIC program serves low-income women, infants, and children by providing supplemental foods, nutrition education, breastfeeding support and promotion, and referrals to healthcare and social service programs (Oliveira & Frazão, 2015). Revisions of the WIC food packages to include cash value benefits (CVB) that provided WIC participants the opportunity to purchase fruits and vegetables with their WIC benefits.
