It is the hypothesis of this paper that today the livelihood of the independent Narragansett Bay quahogger is faced with two potentially dangerous threats; water pollution in upper Narragansett Bay and the prospect of an expanding aquaculture industry in the lower bay. Unless the state of Rhode Island properly interprets and enforces existing state legislation to protect the quahoggers interests, his very livelihood will be jeoprodized.
