Executive Summary

For this assessment of the Pilbara Demersal Scalefish Resource (PDSR) of Western Australia, red emperor and bluespotted emperor are the indicator species used to represent the status of the resource. In addition, goldband snapper, though not an indicator species, is relatively abundant in the annual catches, particularly in deeper waters (around 100 m) and in the western Pilbara region and its status has also been assessed.

A recovery program for the West Coast Demersal Scalefish Resource was introduced between late 2007 and early 2010, based on the maintenance of retained catches of demersal species (overall suite and each indicator species) by both the commercial and recreational sectors below 50% of the catches reported in 2005/06 (original catch recovery benchmarks).

Catch reductions were aimed at reducing exploitation levels (F, long-term fishing mortality of the key indicator species’ stocks) to below the threshold reference point (F = M, the natural mortality rate), which would then allow stocks to recover to above the …

These reports outline the most recent assessments of the cumulative risk status for each of the aquatic resources (assets) within WA’s six Bioregions using an Ecosystem Based Fisheries Management (EBFM) approach. The Departments’ risk based EBFM framework is the State government’s basis for management of all Western Australia’s aquatic resources.

A scientific workshop was held on 25th – 29th September 2017 to review available data for Australian herring (Arripis georgianus) and determine current stock status using the Department of Primary Industries and Regional Development’s (DPIRD) Risk-based Weight of Evidence Approach. Recommendations for future monitoring and assessments required to reduce uncertainties and establish sustainable catch levels were also made. As part of the transition to ultimately using a web based, hierarchical interface, this years’ edition of the Status Reports of the Fisheries and Aquatic Resources of Western Australia 2015/16 is adopting a more streamlined format. This report presents the results of a project undertaken by a group of Australia and United States based fishery compliance experts to assess and compare methods for measuring fisheries compliance outcomes that can be used to assess and compare the effectiveness of fishery enforcement and compliance assistance activities. This eight month project was requested in 2013 by Australia’s National Fisheries Compliance Committee (NFCC) as a way to provide fisheries compliance groups with improved methods for measuring and tracking the effectiveness of their activities and for justifying and managing their budgets.

Following five fatal incidents involving white sharks (Carcharodon carcharias) off the lower west coast of Western Australia between September 2011 and July 2012, as well as other highly-publicised non-fatal encounters with this species, in 2012 the State Government funded several new initiatives to better understand white sharks in Western Australia and the likely effectiveness of any community safety interventions in Western Australian waters.

The prevalence of fishery certification schemes and associated ecolabels has grown over the last ten years with numerous ecolabels now in the marketplace e.g. Friends of the Sea, Naturland, SAI Global Trust (Parkes et al. 2010, Washington and Ababouch 2011, Ward and Phillips 2013). However, one of the most prominent and well regarded, particularly by eNGOs, is the Marine Stewardship Council (MSC) (Gutiérrez et al. 2012, Ponte 2012, Bush et al. 2013, Ward and Phillips 2013) which accounts for greater than 10 % of annual global harvest of wild capture fisheries (MSC 2014b).

Monthly wind statistics have been derived for 23 weather stations along the Western Australian coast from Wyndham in the north-east of the state, down the west coast and around to Eucla in the south-east. The overall seasonal wind cycle at each site has been derived based on the 30-year period 1982 to 2011 (although a few stations had shorter records), and these show the major changes between the wind regimes along the Northwest Shelf, the west coast and the south coast.

In Western Australia, the invasive colonial ascidian Didemnum perlucidum was first detected in the Swan River Estuary in 2010 and subsequently recorded at multiple locations across the State. Ongoing research by the Department of Fisheries (the Department) indicates that this species exhibits strong seasonal changes in abundance. Although, D. perlucidum is able to reproduce sexually (larvae) and asexually (budding) year round, larvae density and settlement, and overall colony size significantly decreases during the colder months (winter). From a management point of view this period would present the best opportunity for an attempt at eradication or control of this species.

The commercial fishery is managed in three zones: south of latitude 30°S (Zone C), north of latitude 30°S (Zone B) and a third offshore zone (Zone A) around the Abrolhos Islands (Figure 1.3). Effort is evenly split between the southern and northern zones through the implementation of management controls aimed at addressing zone-specific issues. These issues include different maximum size restrictions and seasonal opening and closing dates. This report focuses on the state of the western rock lobster ecology at the date of publication.
