Small-scale, co-managed fisheries are found throughout the world and often represent intertwining cultures, societies, communities, economies, institutions, and governments. They face complex issues, derived from ecological and social sources. Solving these issues requires diverse expertise, often developed through engaged methodologies which can facilitate collaborative solution creation between researchers, community members, and others. In this dissertation, I demonstrate the benefits of these engaged methodologies and review how they, when coupled with anticolonial approaches to research, can create more equitable solutions to complex issues. The dugong (Dugong dugon) is an important marine mammal in Palau. However, current population dynamics are not well understood. This study aimed to connect scientific data with local knowledge by examining the social implications of changing fishing methods and their impact on dugong population dynamics in the face of climate change and fisheries commercialization. Through interviews with local fishers, it was found that destructive fishing methods like trawling and long lining have led to habitat loss and degradation for dugongs. These tactics, driven by economic factors, have disrupted the delicate balance between human activities and the preservation of dugong habitats, …

The Atlantic surfclam Spisula solidissima fishery, which spans the U.S. Northeast continental shelf, is among the most exposed to offshore wind energy development impacts because of the overlap of fishing grounds with wind energy lease areas, the hydraulic dredges used by the fishing vessels, and the location of vessel home ports relative to the fishing grounds. The Atlantic surfclam federal assessment survey is conducted using a commercial fishing vessel in locations that overlap with the offshore wind energy development. Rising water temperatures along the northeastern U.S. continental shelf have resulted in an offshore range shift of the Atlantic surfclam Spisula solidissima to waters still occupied by ocean quahogs Arctica islandica. Fishers presently are prohibited from landing both Atlantic surfclams and ocean quahogs in the same catch, thus limiting fishing to locations where the target species can be sorted on deck. Wind energy development on and around the fishing grounds will further restrict the fishery. A recovery program for the West Coast Demersal Scalefish Resource was introduced between late 2007 and early 2010, based on the maintenance of retained catches of demersal species (overall suite and each indicator species) by both the commercial and recreational sectors below 50% of the catches reported in 2005/06 (original catch recovery benchmarks).

Catch reductions were aimed at reducing exploitation levels (F, long-term fishing mortality of the key indicator species’ stocks) to below the threshold reference point (F = M, the natural mortality rate), which would then allow stocks to recover to above the …

The Municipality of Lake Sebu in Mindanao; Philippines offers various opportunities for income-generating fishing activities with its abundant surface water bodies. Lake Sebu is particularly known for good quality tilapia; farmed in fish cages. This study employed primary data collection methods; namely key informant interview; focus group discussion and a comprehensive livelihood household survey to assess the conditions and problems constraining fishing households in Lake Sebu. The study found that fishing-related benefits were mainly derived from aquaculture. Knowing the values associated with such lakes is essential when prioritizing management activities. The overall value of a lake as a resource for human benefit is estimated as the summation of both instrumental and non-instrumental values. Saffron cod (Eleginus gracilis) is a marine species often found in shallow, brackish water in the Bering Sea, although it can occur as far southeast as Sitka, Alaska. Recently, we identified saffron cod remains in two ca. 500-year-old Afognak Island midden assemblages from the Kodiak Archipelago. We developed regression formulae to relate bone measurements to total length using thirty-five modern saffron cod specimens. The archaeological saffron cod remains appear to be from mature adults, measuring 22–45 cm in total length, and likely caught from shore during spawning. Saffron cod may have been an important winter resource for Alutiiq people living …

Most fisheries stock assessments assume that the spatial distribution of fish and/or fishing effort is random (Hilborn and Walters 1992), even though this is rarely the case (Paloheimo and Dickie 1964, Caddy 1975, Hilborn and Walters 1992, Tilzey 1994, Hutchings 1996, Chen et al. 1998, Hart 2001). The target stock is often aggregated and the distribution of fishing effort reflects this spatial pattern, along with other factors such as management restrictions, distance to port, vessel size, and the experience and habits of individual fishers. This often results in high spatial variation in fishing effort and mortality.

Removal of the Elwha River dams to restore the ecosystem and salmon fisheries is the largest project of its kind in the history of the United States. Spanning decades and affecting generations, this project has changed and will continue to change the landscape. This research examined the influence of the anticipated return of salmon on 18 key stakeholders' sense of place of the Elwha River. For almost all stakeholders, changes to the Elwha landscape are welcomed as they expect that salmon will restore the ecosystem to its natural state. The objective of this study is to estimate the economic impact of the proposed Yakima/Klickitat Production Project on the local economies of the Yakima and Klickitat subbasins. The project, when operating at planned maximum production, will augment the total number of salmon and steelhead returning to the subbasins by 77,600 and will increase the sustainable terminal harvest by 55,160.
