A recovery program for the West Coast Demersal Scalefish Resource was introduced between late 2007 and early 2010, based on the maintenance of retained catches of demersal species (overall suite and each indicator species) by both the commercial and recreational sectors below 50% of the catches reported in 2005/06 (original catch recovery benchmarks).
Catch reductions were aimed at reducing exploitation levels (F, long-term fishing mortality of the key indicator species’ stocks) to below the threshold reference point (F = M, the natural mortality rate), which would then allow stocks to recover to above the …

The term governance has undergone somewhat of an evolution since its inception, originally describing the act of governing, it has come to represent a more collaborative form of governing which is distinct from hierarchical control models (Marin and Mayntz, 1991). Collaborative governance refers to the systems associated with public policy decision making and resource management which span the jurisdictional boundaries of public agencies, levels of government, and/or public and private spheres in order to pursue a public policy goal or outcome (Emerson et al., 2012). Fishing typically removes the oldest and/or largest individuals from populations undermining stability and reproductive success. Traditional fisheries management tools fail to protect these oldest and/or largest individuals, but two less conventional tools: marine protected areas (MPAs), and harvest slot limits have the potential to do so. Here I tested the possible use of these tools for the Caribbean spiny lobster, Panulirus argus, an iconic and economically valued species. After decades of intense fishing, the largest lobsters have largely been wiped out. In fisheries management circles, there is growing realization that traditional ways of managing marine resources are not working and that new approaches to management need to be tried. One of the most promising of these new approaches is co-management, where authority for managing fish stocks is shared between the industry and government agencies. This paper discusses the implementation of the new co-management system, which was initiated in the Maine lobster industry in 1995.
