This paper will form the basis for detailed discussion and debate between government, industry and other interested stakeholders around the determination of a final schedule of fees to be prescribed for aquaculture lease.

The FRMA was implemented on 1 October 1995 following widespread public consultation and support from both Houses of Parliament. The Act implemented a number of significant changes to public administration and made certain advances in many areas (e.g. a public register of authorisations). In the ten years of its operation, the FRMA has demonstrated many strengths, however, experience and changes in policy direction have highlighted certain aspects of fisheries management and law that deserve attention and possible amendment.

With a growing population and advances in technology, fishing pressure will continue to grow and anglers will become more efficient at targeting fish - particularly offshore demersal species, such as tropical snappers and emperors. There is also a clear need for recreational fisheries management to complement the existing management arrangements for the charter industry, and provide the necessary framework for recreational fishing to be incorporated into an integrated management framework with other fishing sectors.

The Government recognises that the mackerel fishery is important to both the recreational and commercial fishing sectors. However, the purpose of these arrangements is not to allocate the mackerel resource between the sectors but within the commercial sector. Resources sharing issues are subject to investigation in the Integrated Fisheries Management Review where alternative management frameworks and principles for allocating fish stocks to ensure maximum benefit to the community are examined.

This report outlines the Committee's final advice to the Minister for Fisheries on the need for a public commercial fishing licence register which has a mechanism for the recording of financial security interest in fishing licences.
