Water Quality Trading In The Presence Of Abatement-Cost Sharing, Arthur J. Caplan

This paper examines how water quality trading interacts with nonpoint-source abatement-cost sharing (e.g., as currently practiced by the National Resource Conservation Service through its Environmental Quality Incentives Program [EQIP]) to promote the participation of nonpoint sources in a water quality market, participation that has thus far been noticeably lacking nationwide. As such, an idealized version of water quality trading is envisioned, where water quality trading and nonpoint cost sharing are treated as complementary policy instruments rather than substitutes. Toward this end, the subgame-perfect equilibrium concept is used to model a “multilateral contracting” relationship between the regulatory authority and nonpoint sources …

Birdsfoot trefoil is a high-quality forage recommended for irrigated perennial pastures, either in mixtures with grasses or in pure stands. In this bulletin we report on the forage nutritive value of pure stands of birdsfoot trefoil harvested at 6- week intervals, and compare it to alfalfa harvested at the same intervals.

Like alfalfa, birdsfoot trefoil is a deep-rooted legume that fixes its own nitrogen. However, it contains a small amount of tannin which means that cattle and sheep will not bloat, even when grazing birdsfoot trefoil in pure stands. In this bulletin, we report on the dry matter production of a number of cultivars of birdsfoot trefoil and find that it yielded about two-thirds as much as alfalfa in pure stands.

This publication is meant to reflect birdsfoot trefoil establishment and maintenance costs on a small-scale cattle grazing area (5 to 10 acres). Birdsfoot trefoil is a perennial legume, and under proper irrigation and management, stands in northern Utah can persist for up to 8 years after seeding. Establishment costs are amortized annually based on a 6 year stand life.

In the summer of 2012 we undertook a landscape assessment of aspen forest conditions at Wolf Creek Ranch (WCR) near Kamas, Utah. Using a geographic information system (GIS) coverage of predicted aspen coverage, fifty systematically selected field "plots" were located and mapped with aspen stands around WCR. Seven plots were eventually discarded from our survey due to lack of aspen cover. Volunteer field crews, mostly WCR homeowners, collected aspen data documenting tree sizes, height/age groups, diameters, reproduction, mortality, browse levels, and browse animal use levels.

Regionally quaking aspen (Populus tremuloides Michx.) forests are experiencing numerous impediments to resilience. In the West, recent drought, fire suppression, insects, diseases, climate trends, inappropriate management, and ungulate herbivory are impacting these high biodiversity forests. We conducted a landscape assessment of aspen communities in the Book Cliffs region, Vernal Field Office of the Bureau of Land Management, for the purposes of determining landscape-level status of aspen and making recommendations for future management of these forests.
