Recent legislation by the U.S. Congress authorized a federal regional commission for the Black Belt South. Three southern social scientists first proposed the commission at Tuskegee University’s Professional Agricultural Workers Conference in 1990. Following congressional seminars on the Black Belt by Ronald Wimberley and Libby Morris, the first legislation for the commission was introduced in the U.S. House of Representatives in 1994. After a succession of 12 U.S. House and Senate Bills, Congress finally authorized “the Southeast Crescent Regional Commission” in 2008 with support by various, and sometimes competing, groups. Editors’ Note: At the December 2013 Professional Agricultural Workers Conference, several women were invited to share, information about their unique businesses. One such presenter was Marsha L. Thadison, owner of Yesterday’s Kitchen 4 Today, a company that focuses on promoting functional foods. Thadison shared that food is produce and consumed differently from previous generations. Today's food, she argued, involves many more agricultural inputs that aid in food preservation, extension of shelf life, and promotion of animal health. She espoused the benefits of fermented food.

With the constraints in federal budgeting requiring the shrinkage of federal programs, programs outlined in the 2014 Farm Bill are significantly impacted, showing a thirteen year trend toward funding reduction. This paper examines historical Farm Bill programs, including crop subsidies and the nutritional assistance programs and how these programs historically addressed food insecurity versus how they are impacted by today’s budgetary constraints. The paper also examines new models for addressing food insecurity and how communities are pulling together resources to address food insecurity. This research explores how the achievement motivation pathway in the cortex influences hypothalamic activity, which could influence appetite control and obesity avoidance. The objective was to examine the sympathetic/parasympathetic feedback loop, and the influence of various biofeedback relaxation techniques on lowering heart rate (HR) and electrodermal activity (EDA). The methodology used was a standard biofeedback mechanism with visual representation of the measured physiological parameters. The feedforward part of the said feedback loop is controlled by hypothalamus while the feedback part is evaluated by the cortex. The participants were young adults and the sample size was ten. This project was designed to evaluate the effect of ruminant grazing practices at Hickory Hill Farm on the surrounding environment by measuring soil nutrients and runoff chemistry. Three pastures on the farm (Goat, Cattle and Control) were selected for soil sampling and nutrient analyses were recorded. Physical water quality parameters were conducted on the runoff collected from the farm after Hurricane Sandy. The sites with animal activity had higher levels of sulfate, phosphate, nitrate, Mehlich 3 phosphorus and conductivity when compared to control site. However, the control site had slightly higher pH and chloride levels. Nitrogen and phosphorous levels were …

The age-old connection between the people and the land is something that seven women, who have organized themselves into a loosely fitted cooperative, are reviving. In the process of growing together as members of a cooperative, these women in Macon County, Alabama, are not only promoting healthy living and nurturing community, but are also addressing the issue of food security by making nutritious affordable produce and other agricultural products available to their community. Ensuring a sustainable future for socially and historically disadvantaged farmers (SHDFs) remains a central mission of many 1890 land grant universities. As major corporations adopt socially responsible and sustainable policies they are exploring new partnerships, including those with the aforementioned farmers and institutions. This article explores the opportunity presented by the partnership between Tuskegee University and Walmart during 2011, 2012, and 2013 that focused on assisting SHDFs to work together to expand their produce marketing opportunities to include large commercial retailers. This case study examined methods used in a food safety/Good Agricultural Practices (GAPs) educational program with small and limited resource produce farmers in Alabama to assist them with obtaining certification. Two methods were used, namely, the identification of challenges to food safety certification and development of strategies to address the challenges, and the enlistment of educational methods to facilitate food safety certification. As a result, there were four challenges to food safety certification identified; needs for motivation, information, clarification, and resources. The Sustainable Agriculture Consortium for Historically Disadvantaged Farmers Program (SACH) was designed to carry out an experiment by five 1890 Land-Grant Universities in partnership with five farmer based cooperatives in five states to assess marketing fruits and vegetables to Walmart from a regional perspective. Using the Consortium as a case study, this study assessed the Consortium within the framework of implementation evaluation; data were collected using semi-structured interviews and document analysis. This paper focuses on providing sustainable irrigation opportunities to socially and historically disadvantaged farmers (SHDFs). The ability to provide steady production capacity through the use of renewable energy sources and microirrigation is innovative, in that it demonstrated how to develop and utilize a sustainable irrigation system in both energy and water conservation. This venture is also innovative in that it sought to provide SHDFs with irrigation in a state in which irrigation in agriculture is minimal, while at the same time, offsetting the energy costs that normally accompany irrigation. The Walmart Initiative was designed to provide technical support to train at least 200 farmers on best practices in marketing produce to larger companies and corporations like Walmart. This support was provided through specialized training, workshops, informational group meetings, and overall awareness of market opportunities. The specialized training included Food Safety Standards and Food Safety Certification requirements, effective production techniques, harvesting, grading, packaging, refrigeration/cold chain requirements, transportation, fiscal responsibility, financial management, record-keeping, and insurance and product liability. This paper shares challenges faced and overcome by four African American women on their 2013 journey to secure USDA’s Produce Good Agricultural Practices (GAPs) Harmonized Food Safety Standards with the Global Addendum (Global Markets Primary Production Assessments: GMPPA). Collaboration, consistent training, and technical support from the Tuskegee University Extension and Research staff, and the Small Farmers Agricultural Cooperative undergirded the preparation of the farms for GAPs Certification. The timely sharing of staff expertise and experience from commercial partners (Walmart, Purivida, C.H. Robinson, W.P. Tuskegee University has been providing various types of technical expertise to limited resource farmers who have been supplying Walmart with collard greens, watermelons and purple hull peas. A number of pests bedevil the cultivation of these crops; cost-effective management methods for these pests are needed. The objectives of this paper are to document the IPM activities associated with supplying produce to Walmart; summarize pest problems encountered on the afore-stated crops; recommend IPM methods suitable for limited resource farmers; and suggest other activities that ensure that farmers incur even less pest-related crop losses. Anthracnose was the major pest encountered on watermelons. …

This paper investigates the connection between local food systems, health disparities, and social justice in the rural South. It begins with the relationship between food insecurity and health disparities that disproportionately affect racial and ethnic minority populations, and non-minority women and children. First, we discuss the concept of health disparities within the context of bioethics and public health ethics in order to explore the link between the food system and health as a social justice issue. The Impact Of Selected Socioeconomic Factors On Asset Building In Rural Communities, Nii O. Tackie, Judith N. Aboagye, Gwendolyn J. Johnson, Millicent Braxton, Latanya Hunt-Haralson, Gertrude D. Wall

The study examined the impact of selected socioeconomic factors on asset building. Using a questionnaire, data were obtained from a convenience sample of 204 participants from several Alabama Black Belt Counties, and analyzed using descriptive statistics and logit analysis. The results showed that a majority (64%) was willing to participate in an asset building program. Of this, an overwhelming majority (at most 70%) wanted to set up a small business; further their education, or purchase a home. In addition, one socioeconomic factor, age, had a statistically significant (p = 0.016) effect on willingness to participate in an asset building …

This article explores issues related to community-university partnerships by examining
the unfolding of the Black Belt Initiative, a 21st century mobilization within the Black Belt South to establish a Black Belt Regional Commission. The Black Belt Initiative provides an instructive and compelling case study. For instance, the very nature of the Black Belt Initiative’s beginnings through the provision of a grant by Senator Zell Miller of Georgia to the University of Georgia with the proviso that “poverty – not race be the guiding principle…” heightened the tension between historically black and white universities reflecting longstanding contestations around how problems …

Actions by local groups and leaders constitute an essential but poorly understood element of many rural economic development efforts. Previous studies suggest that local development efforts can influence community changes, but questions remain about why localities differ in economic development efforts. Drawing upon community capital framework and human ecological theory, the purpose of this research was to examine the effects of community capital on economic development efforts in rural communities. Hierarchical regression results indicate that social capital, cultural capital, built capital significantly predict economic development effort to develop recreation and tourism and human services. This paper focuses on socially disadvantaged farmers (SDFs) and civil rights issues as it relates to the USDA. It also deals with Diversity Initiatives in the 2008 Farm Bill, and discusses an assessment by Jackson Lewis LLC of the USDA’s efforts to deal with the diversity initiatives. Redacted USDA case studies examined at the 2010 Professional Agricultural Workers Conference at Tuskegee University are presented. The findings revealed that at that time the 2008 Farm Bill Initiatives were not effectively being implemented. Black farmers remain an underdeveloped topic in academic literature. This historical study used a historical research methodology to assess the plight of Black farmers in the context of United States Department of Agriculture (USDA) farm loan programs and offered an array of future research recommendations. We investigated the severity of the plight of Black farmers in the context of USDA farm loan programs with an emphasis on effective and responsive leadership in relation to four elements: 1) legislative initiatives, 2) policy initiatives, 3) USDA structure and delivery systems, and the 4) Pigford v.
