The research problem of this thesis was to compare strategies and costs of protecting impatiens in greenhouse culture from western flower thrips that would provide a plant of acceptable quality to the market and would address the issue of development of resistance to commonly used pesticides by evaluating biopesticides. Partial budgets based on alternative strategies were identified. Six control strategies were identified from a combination of commercial growers, research experts and biopesticide recommendations from product distributors. Previous surveys which collect this type of data for the recreational for-hire (RFH) fishing industry in the U.S. Gulf of Mexico were conducted in 1987 and 1997. The third Gulf-wide survey was conducted in 2010 to update the socioeconomic and policy data available on the RFH industry. The Critical Access Hospital (CAH) Program was created in response to the dramatic deterioration of financial conditions and the potential threat of closure of small rural hospitals under the Prospective Payment System (PPS). CAHs receive cost-based reimbursement for services provided to Medicare patients in exchange for accepting a number of restrictions. The PPS, which pays a fixed price per case, provides an incentive for hospitals to reduce costs and increase efficiency. The goal of this dissertation is to address the role of government payments in the allocation of off-farm labor through three essays. Government payments have been a part of agriculture since 1933 and at no time has the government stated a policy objective of decreasing the agricultural labor force. Using time series data and new econometric techniques, the first essay finds agricultural policy may have an unintended impact on labor migration. Specifically, we find that government payments increased labor migration from the farm. From 1939 to 2007, increased direct government payments resulted in greater migration of labor from agriculture. The …

Field studies were conducted in Crowley, Louisiana and Stoneville, Mississippi in drill seeded rice to evaluate weed control, yield, and economical returns with imazethapyr programs. Red rice (Oryza sativa) and barnyardgrass (Echinochloa crus-galli) was evaluated with imazethapyr applied alone at various rates and application timings. Imazethapyr, averaged across rate, controlled red rice 89% and barnyardgrass 90% when the initial application of imazethapyr was applied at emergence followed by (fb) a second application of imazethapyr two weeks after the initial application. While imazethapyr, averaged across timing, showed no differences for red rice and barnyardgrass control. Yield and economical returns were maximized …
