Military vehicles frequently use civilian bridges. The loading effects of military vehicles, both wheeled and tracked, are specific and different than those of civilian vehicles in normal traffic. Calibration to determine appropriate load factors for military loading of civilian bridges has not been fully performed and the corresponding levels of safety have not been quantified. This lack of calibration prevents the implementation of limit state design methods for military bridges and the evaluation bridges for military loading. Observability-In-Depth: An Essential Complement To The Defense-In-Depth Safety Strategy In The Nuclear Industry, Francesca Favaro, Joseph Saleh

Defense-in-depth is a fundamental safety principle for the design and operation of nuclear power plants. Despite its general appeal, defense-in-depth is not without its drawbacks, which include its potential for concealing the occurrence of hazardous states in a system, and more generally rendering the latter more opaque for its operators and managers, thus resulting in safety blind spots. This in turn translates into a shrinking of the time window available for operators to identify an unfolding hazardous condition or situation and intervene to abate it. Due to great effort from mathematicians, physicists and computer scientists, network science has attained rapid development during the past decades. However, because of the complexity, most researches in this area are conducted only based upon experiments and simulations, it is critical to do research based on theoretical results so as to gain more insight on how the structure of a network affects the security. This dissertation introduces some stochastic and statistical models on certain networks and uses a k-out-of-n tolerant structure to characterize both logically and physically the behavior of nodes. What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …

Experimental And Numerical Investigation Of The Mechanism Of Blast Wave Transmission Through A Surrogate Head, Yi Hua, Praveen Akula, Linxia Gu, Jeff Berg, Carl A. Nelson

This work is to develop an experiment-validated numerical model to elucidate the wave transmission mechanisms through a surrogate head under blast loading. Repeated shock tube tests were conducted on a surrogate head, i.e., water-filled polycarbonate shell. Surface strain on the skull simulant and pressure inside the brain simulant were recorded at multiple locations. A numerical model was developed to capture the shock wave propagation within the shock tube and the fluid-structure interaction between the shock wave and the surrogate head. The obtained numerical results were compared with the experimental measurements. The experiment-validated numerical model was then used to further understand …

The emergence of steam and microelectrical machines in society gradually expanded since the era of the Industrial Revolution. Up until now, human beings have already co-existed with these machines for more than two centuries, and contemporary laws have developed preventional regulatory frameworks.
