When the Sustainable Portland Task Force Report was released in November 2007, under the leadership of Mayor Jim Cohen, Portland Councilor Kevin Donoghue had the idea that students at the Muskie School of Public Service might be able to help implement recommendations from the report. Performance measures for families of classification system families that rely upon the analysis of receiver operating characteristics (ROCs), such as area under the ROC curve (AUC), often fail to fully address the issue of risk, especially for classification systems involving more than two classes. For the general case, we denote matrices of class prevalences, costs, and class-conditional probabilities, and assume costs are subjectively fixed, acceptable estimates for expected values of class-conditional probabilities exist, and mutual independence between a variable in one such matrix and those of any other matrix. New Point Comfort is located at the southern tip of Mathews County (Figure 1) between Chesapeake and Mobjack Bays. The New Point Comfort Lighthouse itself is on an island (Figure 2) that was once attached to the mainland but is now almost 0.6 miles from the mainland and only 0.33 acres in area above mean low water. Previous studies have highlighted the problems which contribute to the instability of the island. The construction industry is concerned with satisfying its customers’ needs through delivering projects that achieve their objectives and meet their expectations on time, within budget and as specified. Despite the several housing programmes constructed by government authorities, there is a real housing problem for the poor. This problem is attributed to a number of reasons. Amongst them, the inability of the low-incomers to cover the cost of supplied houses and the lack of the constructed projects to achieve users’ satisfaction.
