We developed decision-analytic models specifically suited for long-term sequential decision-making in the context of large-scale dynamic stochastic systems, focusing on public policy investment decisions. We found that while machine learning and artificial intelligence algorithms provide the most suitable frameworks for such analyses, multiple challenges arise in its successful adaptation. We address three specific challenges in two public sectors, public health and climate policy, through the following three essays. In Essay I, we developed a reinforcement learning (RL) model to identify optimal sequence of testing and retention-in-care interventions to inform the national strategic plan “Ending the HIV Epidemic in the US”. …

In this thesis, we study a class of problems involving a population of dynamical systems under a common control signal, namely, ensemble systems, through both control-theoretic and data-driven perspectives. These problems are stemmed from the growing need to understand and manipulate large collections of dynamical systems in emerging scientific areas such as quantum control, neuroscience, and magnetic resonance imaging. We examine fundamental control-theoretic properties such as ensemble controllability of ensemble systems and ensemble reachability of ensemble states, and propose ensemble control design approaches to devise control signals that steer ensemble systems to desired profiles. The feedback interconnection of two systems written in terms of Chen-Fliess series can be described explicitly in terms of the antipode of the output feedback Hopf algebra. At present, there are three known computational approaches to calculating this antipode: the left coproduct method, the right coproduct method, and the derivation method. Each of these algorithms is defined recursively, and thus becomes computationally expensive quite quickly. This motivates the need for a more complete understanding of the algorithmic complexity of these methods, as well as the development of new approaches for determining the Hopf algebra antipode. In this dissertation, I have used the network model based approach to study systemic risk in financial networks. In particular, I have worked on generalized extensions of the Eisenberg--Noe [2001] framework to account for realistic financial situations viz. pricing of corporate debt while accounting for network effects, asset liquidation mechanisms during fire sales, dynamic clearing and impact of contingent payments such as insurance and credit default swaps. First, I present formulas for the valuation of debt and equity of firms in a financial network under comonotonic endowments. Motivated by the flight control problem of designing control laws for a Ground Collision Avoidance System (GCAS), this thesis formulates sufficient conditions for a strong local minimum for a terminally constrained optimal control problem with a free-terminal time. The conditions develop within the framework of a construction of a field of extremals by means of the method of characteristics, a procedure for the solution of first-order linear partial differential equations, but modified to apply to the Hamilton-Jacobi-Bellman equation of optimal control. Populations of nearly identical dynamical systems are ubiquitous in natural and engineered systems, in which each unit plays a crucial role in determining the functioning of the ensemble. Centralized communication-based control is one of the main methods that can be implemented to achieve autonomous advanced energy management capabilities in DC microgrids. However, its major limitation is the fact that communication bandwidth and computation resources are limited in practical applications. This can be often improved by avoiding redundant communications and complex computations. In this paper, an autonomous communication-based hybrid state/event driven control scheme is proposed. This control scheme is hierarchical and heuristic, such that on the primary control level, it encompasses state-driven local controllers, and on the secondary control level, an event-driven MG centralized controller (MGCC) is used. Preventing cyberterrorism is becoming a necessity for individuals, organizations, and governments. However, current policies focus on technical and managerial aspects without asking for experts and non-experts values and preferences for preventing cyberterrorism. This study employs value focused thinking and public value forum to bare strategic measures and alternatives for complex policy decisions for preventing cyberterrorism. The strategic measures and alternatives are per socio-technical process.

Though metaheuristics have been frequently employed to improve the performance of data mining algorithms, the opposite is not true. This paper discusses the process of employing a data mining algorithm to improve the performance of a metaheuristic algorithm. The targeted algorithms to be hybridized are the Meta-heuristic for Randomized Priority Search (Meta-RaPS) and an algorithm used to create an Inductive Decision Tree. This hybridization focuses on using a decision tree to perform on-line tuning of the parameters in Meta-RaPS. This article provides an analysis of processes for separation CO2 by using carbonic anhydrase enzyme with particular emphasis on reactive-membrane solutions. Three available processes are characterised. Main challenges and prospects are given. It is found that in view of numerous challenges practical applications of these processes will be difficult in near future. Further research is therefore needed for improving existing processes through finding methods for eliminating their main drawbacks such as short lifetime of carbonic anhydrase or low resistance of reactive membrane systems to impurities contained in flue gases from power plants.

This article describes methods of the determination of kinetic parameters from the thermogravimetric data set of biomass samples. It presents the methodology of the research, description of the needed equipment, and the method of analysis of thermogravimetric data. It describes both methodology of obtaining quantitative data such as kinetic parameters as well as of obtaining qualitative data like the composition of biomass. The study is focused mainly on plant biomass because it is easy in harvesting and preparation. Methodology is shown on the sample containing corn stover which is subsequently pyrolysed. Congestion on roadways and high level of uncertainty of traffic conditions are major considerations for trip planning. The purpose of this research is to investigate the characteristics and patterns of spatial and temporal correlations and also to detect other variables that affect correlation in a freeway setting. 5-minute speed aggregates from the Performance Measurement System (PeMS) database are obtained for two directions of an urban freeway – I-10 between Santa Monica and Los Angeles, California. Oxy-reforming is emerging as an interesting alternative to conventional methods of hydrogen generation. The current article characterises this process through analysis of individual reactions: SMR (steam methane reforming), WGS (water gas shift) and CPO (catalytic partial oxidation). Analyses relate to optimisation of thermal conditions thus enabling cost-effectivenes of the process.
