Community development corporations purchase distressed housing to rehabilitate for renter or owner-occupancy. These mission-driven organizations, skilled in the business of housing development, often lack analytic expertise to determine which acquisitions to pursue that would maximize social impact. This paper presents results, using actual purchase data from a Boston-area CDC, to assess the potential social benefits associated with using a decision model as compared to conventional practices.

Many older cities in the United States confront the problem of long-term declines in population and economic activity in certain neighborhoods have resulted in blighted conditions that make conventional revitalization initiatives based on increased residential and commercial development unlikely to succeed. Planning scholars have developed a theory of smart shrinkage in which emphasis is placed on non-residential land uses that can maintain and improve quality of life while positioning some land for future growth-oriented activities (Hollander and Németh 2011). The foreclosure crisis in the U.S. has resulted in immense economic and social losses for individuals and neighborhoods. Some neighborhoods face long-term declines in population and economic activity that have been compounded by the foreclosure crisis. How can government and non-profit organizations design responses to neighborhood distress that reflect distinctive community characteristics and are consistent with long-term policy and planning goals? In this talk, I discuss alternative decision modeling strategies that support neighborhood health. Where foreclosure responses are likely to ensure that neighborhoods remain vital places for residential housing, productive strategies may include property acquisition and redevelopment. Certain distressed neighborhoods cannot support traditional residential-focused development. For these communities, we develop decision models for acquisition and redevelopment of chronically vacant lands and structures for primarily non-residential and greening uses. We address social benefits and costs of redevelopment strategies, parcel clustering to exploit economies of scale, and conflicting values among stakeholders. We illustrate our models using data from Baltimore, MD.

The following paper presents findings from a qualitative study conducted on board of two merchant vessels. Interviews and observations have been used to obtain insights in how safety is defined and promoted by the personnel working on board. The merchant vessel, the crew and the single mariner are identified to be part of a socio-technical system displaying three levels of system aggregation; person-centred, crew-centred, and vessel-centred. Securing Access To Lower-Cost Talent Globally: The Dynamics Of Active Embedding And Field Structuration, Stephan Manning, Joerg Sydow, Arnold Windeler

This article examines how multinational corporations (MNCs) shape institutional conditions in emerging economies to secure access to high-skilled, yet lower-cost science and engineering talent. Based on two in-depth case studies of engineering offshoring projects of German automotive suppliers in Romania and China we analyze how MNCs engage in ‘active embedding’ by aligning local institutional conditions with global offshoring strategies and operational needs. MNCs thereby contribute to the structuration of field relations and practices of sourcing knowledge-intensive work from globally dispersed locations.Our findings stress the importance of institutional processes across geographic boundaries that regulate and get shaped by MNC activities.

Although maritime safety is one of the key terms in regulation, guidelines and recommendations, such as SOLAS (International Convention for the safety of life at sea (IMO, 1974), in the shipping domain, there is, to the best of our knowledge, neither an explanation of this specific type of safety nor any explicit understanding on how it is promoted by those who work on board of merchant vessel. This qualitative study approaches maritime safety from a crew perspective and discusses what constituents should be considered to be part of maritime safety.

Senior centers off#11;er a variety of services to facilitate independent living of older adults. In the U.S., increasing suburbanization and aging of suburban residents necessitate reconfiguring senior services. We propose a two-echelon network of senior centers across large study areas and formulate a stochastic facility location/allocation model with mixed-integer recourse. We apply our model to Allegheny County, Pennsylvania, which has one of the oldest population in the U.S. Our model shows that a two-echelon network design is appropriate for increasing the occupancy of senior centers as community focal points while maintaining customized and accessible programming in small neighborhood areas.

Although the term maritime safety is widely used in the maritime industry, there is no exact definition of what it entails. An explorative study of the VTS domain has been conducted to approach the concept of maritime safety. Four VTS centres were visited and 16 VTS operators were interviewed and observed to derive insights in how maritime safety is constructed from the perspective of an operator. Further, definitions of maritime safety by central actors in the maritime domain have been investigated through a literature study and several interviews. Taxi service has undergone radical revamp in recent years. In particular, significant investments in communication system and GPS devices have improved quality of taxi services through better dispatches. In this paper, we propose to leverage on such infrastructure and build a service choice model that helps individual drivers in deciding whether to serve a specific taxi stand or not. We demonstrate the value of our model by applying it to a real-world scenario. We also highlight interesting new potential approaches that could significantly improve the quality of taxi services.
