Effective traffic management can help port operators gain a competitive edge in service level and efficient use of limited resources. One critical aspect of traffic management is gate operations management, ensuring a good customer experience to logistic carriers and considering the impact of congestion in and around the port. In this paper, we describe the design and implementation of a decision support tool to help gate operators plan for future scenarios with fluctuating demand and limited resources. Surge pricing is commonly used in on-demand ride-sourcing platforms (e.g., Uber, Lyft and Didi) to dynamically balance demand and supply. However, since the price for ride service cannot be unlimited, there is usually a reasonable or legitimate range of prices in practice. Such a constrained surge pricing strategy fails to balance demand and supply in certain cases, e.g., even adopting the maximum allowed price cannot reduce the demand to an affordable level during peak hours. Frequency and duration of floods are analyzed using the global flood database of the Dartmouth Flood Observatory (DFO) to explore evidence of trends during 1985–2015 at global and latitudinal scales. Three classes of flood duration (i.e., short: 1–7, moderate: 8–20, and long: 21 days and above) are also considered for this analysis. The nonparametric Mann–Kendall trend analysis is used to evaluate three hypotheses addressing potential monotonic trends in the frequency of flood, moments of duration, and frequency of specific flood duration types. We also evaluated if trends could be related to large-scale atmospheric teleconnections using a generalized linear model framework. …

In Santiago, Chile, the market conditions are seemingly excellent for the household adoption of photovoltaic (PV) technology, yet the uptake is negligible. To explore this paradox, the authors conducted a Delphi study to solicit the knowledge of a panel of Chilean PV experts. These efforts yielded 26 factors—both motivations and barriers—impacting the diffusion of PV in Santiago. Of the 26, experts were in consensus on the relative importance of 21. The literature suggests that diffusion of PV technologies is influenced by complex technical, economic, and social factors. Effective placement of emergency response vehicles (such as ambulances, fire trucks, police cars) to deal with medical, fire or criminal activities can reduce the incident response time by few seconds, which in turn can potentially save a human life. Owing to its adoption in Emergency Medical Services (EMSs) worldwide, existing research on improving emergency response has focused on optimizing the objective of bounded time (i.e. number of incidents served in a fixed time). This paper provides a review of the research conducted on complex network analysis (CNA) in electric power systems. Moreover, a new approach is presented to find optimal locations for microgrids (MGs) in electric distribution systems (EDS) utilizing complex network analysis. The optimal placement in this paper points to the location that will result in enhanced grid resilience, reduced power losses and line loading, better voltage stability, and a supply to critical loads during a blackout. Societal uptake of household solar photovoltaic (PV) technology is the result of a complex and interdependent array of technical, social, political and economic factors. This novel study employs a systems lens to examine both technical and non-technical barriers to renewables, with a focus on interactions that are empirically influential on PV uptake. Using local solar expert stakeholder input into a participatory systems approach, this study provides a structural analysis of factors influencing household solar adoption. A PC-based training program (Road Awareness and Perception Training or RAPT; Pradhan et al., 2009), proven effective for improving young novice drivers' hazard anticipation skills, did not fully maximize the hazard anticipation performance of young drivers despite the use of similar anticipation scenarios in both, the training and the evaluation drives. The current driving simulator experiment examined the additive effects of expert eye movement videos following RAPT training on young drivers' hazard anticipation performance compared to video-only and RAPT-only conditions. We address the problem of mitigating congestion and preventing hotspots in busy water areas such as Singapore Straits and port waters. Increasing maritime traffic coupled with narrow waterways makes vessel schedule coordination for just-in-time arrival critical for navigational safety. Our contributions are: 1) We formulate the maritime traffic management problem based on the real case study of Singapore waters; 2) We model the problem as a variant of the resource-constrained project scheduling problem (RCPSP), and formulate mixed-integer and constraint programming (MIP/CP) formulations; 3) To improve the scalability, we develop a combinatorial Benders (CB) approach that is significantly more effective than …

This paper aims to minimize total drive time between members and their respective group leader. Given a limit on group size and days available, how can a formulation of a group occur such that the sum of the total drive time is minimized. To accomplish this task a Linear Program (LP) is implemented that includes three sets of binary decisions variables summing to 4100 variables and a variety of constraints summing between 4200 and 4341 depending on the constraints enforced. The defense acquisition system has been the source of intense scrutiny and calls for reform for over four decades. This research is to examine the contributions of Systems Theory to enhance prospects related to acquisition reform. Systems Theory offers a set of principles, laws, and concepts that explain the behavior of complex systems.
