This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). Given multi-model ensemble climate projections, the goal is to accurately and reliably predict future sea-level rise while lowering the uncertainty. This problem is important because sea-level rise affects millions of people in coastal communities and beyond due to climate change's impacts on polar ice sheets and the ocean. This problem is challenging due to spatial variability and unknowns such as possible tipping points (e.g., collapse of Greenland or West Antarctic ice-shelf), climate feedback loops (e.g., clouds, permafrost thawing), future policy decisions, and human actions. Parks and greenspaces are publicly available entities that serve the vital purpose of promoting multiple aspects of human welfare. Unfortunately, the existence of park disparities is commonplace within the park setting. Specifically, marginalized individuals encounter limited park access, insufficient amenity provision, and poor maintenance. To remedy these disparities, we propose a process in which we select candidate park facilities and utilize facility location models to determine the optimal primary parks from both existing and candidate sites.

Despite their attempts to mitigate ecological impacts through sustainability initiatives, businesses are a major cause of the world's ecological problems. Some progressive businesses are attempting to move beyond “net zero” in terms of achieving neutral environmental impacts and instead are now pursuing a goal of net positive. Net positive refers to the idea that business activities could contribute value-added benefits to earth’s ecological systems, for example, by using technologies that sequester and store carbon. In the wake of a large-scale disaster, strategies for emergency search and rescue, short-term recovery and medium- to long-term restoration are needed. While considerable effort is geared to developing strategies for the former two options, little comprehensive guidance exists on the latter. Many older cities in the United States confront the problem of long-term decline in population and economic activity resulting in blighted conditions that make conventional revitalization initiatives unlikely to succeed. Smart shrinkage, a planning approach that emphasizes alternative land uses while preserving quality of life, offers a way for cities to remain desirable places to live and work. The foreclosure crisis in the U.S. has resulted in immense economic and social losses for individuals and neighborhoods. Some neighborhoods face long-term declines in population and economic activity that have been compounded by the foreclosure crisis. How can government and non-profit organizations design responses to neighborhood distress that reflect distinctive community characteristics and are consistent with long-term policy and planning goals? In this talk, I discuss alternative decision modeling strategies that support neighborhood health. Automated separation assurance is the most mature concept to handle increasing airspace traffic and capacity needs, yet the system lacks a way to pre-emptively identify aircraft separation problems. The intensity control measure looks to find situations where if an aircraft pair makes an unplanned change in heading or altitude at the wrong moment, an unrecoverable situation arises. This research analyzes static, open loop air traffic data in an en-route sector to determine how many high intensity aircraft pairs (HIP) exist per minute, and if the intensity measure is a safely manageable function for air traffic controllers. Certain distressed neighborhoods cannot support traditional residential-focused development. For these communities, we develop decision models for acquisition and redevelopment of chronically vacant lands and structures for primarily non-residential and greening uses. We address social benefits and costs of redevelopment strategies, parcel clustering to exploit economies of scale, and conflicting values among stakeholders. We illustrate our models using data from Baltimore, MD.

This article examines how multinational corporations (MNCs) shape institutional conditions in emerging economies to secure access to high-skilled, yet lower-cost science and engineering talent. Based on two in-depth case studies of engineering offshoring projects of German automotive suppliers in Romania and China we analyze how MNCs engage in ‘active embedding’ by aligning local institutional conditions with global offshoring strategies and operational needs. MNCs thereby contribute to the structuration of field relations and practices of sourcing knowledge-intensive work from globally dispersed locations.Our findings stress the importance of institutional processes across geographic boundaries that regulate and get shaped by MNC activities.

Detecting and identifying objects of interest is the goal of all remote sensing. New advances, specifically in hyperspectral imaging technology have provided the analyst with immense amounts of data requiring evaluation. Several filtering techniques or anomaly detection algorithms have been proposed. However, most new algorithms are insufficiently verified to be robust to the broad range of hyperspectral data being made available. One such algorithm, AutoGAD, is tested here via two separate robust parameter design techniques to determine optimal parameters for consistent performance on a range of data with large attribute variances. Internet Protocol Geolocation (IP Geolocation), the process of determining the approximate geographic location of an IP addressable node, has proven useful in a wide variety of commercial applications. Commercial applications of IP Geolocation include market research, redirection for performance enhancement, restricting content, and combating fraud. This research investigated the armed services current uses of GIS, and asked the question whether or not a joint GIS program could benefit the DOD. An information technology implementation model was presented as a framework to implement a joint GIS program. It was found that all four armed services use GIS for forward deployments. The Army has its Combat Terrain Information System (CTIS). The Navy's digital nautical charts are a GIS. The Marine Corps has created their Geographically Linked Information Display Environment (GLIDE) program, which is similar to a map repository. Finally, the Air Force has its GeoBase program for …

Increased emphasis is being placed on improving the performance of space projects, within tighter budgets and shorter development times. This has led to a need for more efficient space system design methods. The research described here represents an effort to develop and evaluate such a method.
Systems engineering and concurrent engineering together provide the theoretical foundation for the method.
