Due to the principle of voluntary participation, available assignees may remain inactive in projects. If assignees ever participate in projects, they are active assignees; otherwise, they are inactive yet available assignees (inactive assignees for short). Objective Our objective in this paper is to provide a comprehensive analysis of inactive yet available assignees in GitHub. A major goal of computer vision is to enable computers to interpret visual situations—abstract concepts (e.g., “a person walking a dog,” “a crowd waiting for a bus,” “a picnic”) whose image instantiations are linked more by their common spatial and semantic structure than by low-level visual similarity. In this paper, we propose a novel method for prior learning and active object localization for this kind of knowledge-driven search in static images. This paper introduces a novel framework, namely SelectVC and its instance POP, for learning selective value couplings (i.e., interactions between the full value set and a set of outlying values) to identify outliers in high-dimensional categorical data. Existing outlier detection methods work on a full data space or feature subspaces that are identified independently from subsequent outlier scoring. As a result, they are significantly challenged by overwhelming irrelevant features in high-dimensional data due to the noise brought by the irrelevant features and its huge search space. Modern mobile devices are equipped with multiple antennas, which brings various wireless sensing applications such as accurate localization, contactless human detection, and wireless human-device interaction. A key enabler for these applications is phased array signal processing, especially Angle of Arrival (AoA) estimation. However, accurate AoA estimation on commodity devices is non-trivial due to limited number of antennas and uncertain phase offsets. Social media platforms are one of the fastest ways to disseminate information but they have also been used as a means to spread rumors. If left unchecked, rumors have serious consequences. Counter-rumors, messages used to refute rumors, are an important means of rumor curtailment. Rolling bearing plays an important role in rotating machinery and its working condition directly affects the equipment efficiency. While dozens of methods have been proposed for real-time bearing fault diagnosis and monitoring, the fault classification accuracy of existing algorithms is still not satisfactory. This work presents a novel algorithm fusion model based on principal component analysis and Dempster-Shafer evidence theory for rolling bearing fault diagnosis. It combines the advantages of the learning vector quantization (LVQ) neural network model and the decision tree model. In this paper, we describe a new teaching approach whose objective is to implement entrepreneurship-based learning. The proposed teaching approach is essentially a project-based approach, but, with two novel key components that give it the entrepreneurship emphasis. Researchers in many disciplines have turned to Google Street View to replace pedestrian- or carbased in-person observation of streetscapes. It is most prevalent within the research literature on the relationship between neighborhood environments and public health but has been used as diverse as disaster recovery, ecology and wildlife habitat, and urban design. A resilient fault-tolerant silicon carbide (SiC) three-level power converter topology is introduced based on the traditional active neutral-point-clamped converter. This novel converter topology incorporates a redundant leg to provide fault tolerance during switch open-circuit faults and short-circuit faults. Additionally, the topology is capable of maintaining full output voltage and maximum modulation index in the presence of switch open and short-circuit faults. Moreover, the redundant leg can be employed to share load current with other phase legs to balance thermal stress among semiconductor switches during normal operation. Cybercriminals have begun to target the healthcare industry with a type of malware called ransomware, malware that encrypts an infected device and any attached devices or network drives. After encryption, cybercriminals demand a sum of money, also known as a “ransom,” to release the devices from encryption. Abstract— A key challenge in the automatic verification of robot mission software, especially critical mission software, is to be able to effectively model the performance of a human operator and factor that into the formal performance guarantees for the mission. We present a novel approach to modelling the skill level of the operator and integrating it into automatic verification using a linear Gaussians model parameterized by experimental calibration. These services rely on detecting and communicating the environment conditions such as heavy rain or snow with nearby vehicles to improve the driver's visibility. One of these challenges concerns the recommendation of very recent news. To tackle this problem, approaches to the prediction of news popularity have been proposed. There has been a variety of crossover operators proposed for Real-Coded Genetic Algorithms (RCGAs), which recombine values from the same location in pairs of strings. In this article we present a recombination operator for RC- GAs that selects the locations randomly in both parents, and compare it to mainstream crossover operators in a set of experiments on a range of standard multidimensional optimization problems and a clustering problem. In this paper, we present a new software framework for the optimization of the design of microstrip patch antennas. The proposed simulation and optimization framework implements a simulated annealing algorithm to perform design space exploration in order to identify the optimal patch antenna design. During each iteration of the optimization loop, we employ the popular MEEP simulation tool to evaluate explored design solutions. To speed up the design space exploration, the software framework is developed to run multiple MEEP simulations concurrently. Changes to robotic systems as they are updated often alter the flow of control and sensor data. We introduce a novel algorithm for dynamic energy management (DEM) under performance constraints in chip multi-processors (CMPs). Using the novel concept of delayed instructions count, performance loss estimations are calculated at the end of each control period for each core. In addition, a Kalman filtering based approach is employed to predict workload in the next control period for which voltage-frequency pairs must be selected. Dormant pruning of fruit trees is one of the most costly and labor‐intensive activities in specialty crop production. We present a system that solves the first step in the process of automated pruning: accurately measuring and modeling the fruit trees. Our system employs a laser sensor to collect observations of fruit trees from multiple perspectives, and it uses these observations to measure parameters needed for pruning. Predicting cellular traffic in modern metropolis is particularly challenging because of the tremendous temporal and spatial dynamics introduced by diverse user Internet behaviours and frequent user mobility citywide. Food is rich of visible (e.g., colour, shape) and procedural (e.g., cutting, cooking) attributes. Proper leveraging of these attributes, particularly the interplay among ingredients, cutting and cooking methods, for health-related applications has not been previously explored. This paper investigates cross-modal retrieval of recipes, specifically to retrieve a text-based recipe given a food picture as query. As similar ingredient composition can end up with wildly different dishes depending on the cooking and cutting procedures, the difficulty of retrieval originates from fine-grained recognition of rich attributes from pictures.
