Effects Of Diacritics On Turkish Information Retrieval, Adi̇l Alpkoçak, Meltem Ceylan Jan 2012

Effects Of Diacritics On Turkish Information Retrieval, Adi̇l Alpkoçak, Meltem Ceylan

Turkish Journal of Electrical Engineering and Computer Sciences

We investigate the effects of improper use of diacritics in the Turkish alphabet on information retrieval. A diacritic is simply a supplementary sign added to a letter to change the sound value of the letter, and the Turkish alphabet has 5 special letters derived from Latin by adding different diacritics. The statistical analysis performed in this study shows that retrieval performance significantly decreases when documents and queries contain letters with different forms, such that documents consist of letters with diacritics while queries consist of standard Latin letters and vice versa. In order to tackle this challenge, we propose 3 approaches: …

Stability Of The Adaptive Fading Extended Kalman Filter With The Matrix Forgetting Factor, Cenker Bi̇çer, Esi̇n Köksal Babacan, Levent Özbek

Turkish Journal of Electrical Engineering and Computer Sciences

The extended Kalman filter is extensively used in nonlinear state estimation problems. As long as the system characteristics are correctly known, the extended Kalman filter gives the best performance. However, when the system information is partially known or incorrect, the extended Kalman filter may diverge or give biased estimates. An extensive number of works has been published to improve the performance of the extended Kalman filter. Many researchers have proposed the introduction of a forgetting factor, both into the Kalman filter and the extended Kalman filter, to improve the performance. However, there are 2 fundamental problems with this approach: the …

Turkish Journal of Electrical Engineering and Computer Sciences

Nowadays, the IPv6 protocol is in a transition phase in operational networks. The ratio of its traffic volume is increasing day by day. The many provided facilities for IPv6 connection increasethe total IPv6 traffic load. IPv6-over-IPv4 tunnels, pilot programsto provide IPv6 connections, IPv6/IPv4 dual stack operating systems, and free IPv6 tunnel brokers cause the IPv6 protocol to expand quickly. For efficient resource utilization, the characteristics of network traffic should be determined accurately. Many traffic characterization studies regarding IPv4 have demonstrated that most of the network traffic is self-similar. Self-similarity causes significant impacts on network performance. With the increasing volume of IPv6 …

A Hybrid Approach For Power Quality Monitoring, Okan Özgönenel, Ümi̇t Kemaletti̇n Terzi̇, Abdesh Khan

Turkish Journal of Electrical Engineering and Computer Sciences

This paper presents a novel hybrid approach for detection of power quality (PQ) disturbances. The proposed hybrid algorithm is based on applications of principle component analysis, discrete wavelet transform, and fast Fourier transform on voltage and current waveforms. The proposed PQ monitoring (PQM) software uses 3-phase voltage and current signals in order to detect possible power disturbances such as voltage sag, flicker, harmonics, transients, DC component, and electromagnetic interference. The test results demonstrate the potential of the proposed hybrid technique for PQM andPQ assessment.

Characterization Of A Total Power Radiometer, Murat Celep, Şenel Yaran, Yakup Gülmez, Ari̇f Dolma

Turkish Journal of Electrical Engineering and Computer Sciences

The performance parameters of a total power radiometer designed as a noise measurement system for the frequency range of 12-18 GHz were investigated. The total power radiometer included a low-noise radio frequency section, a narrow-band intermediate frequency section, an average power detector, and a symmetric microwave switch. The radiometer's stability versus time was 0.343 \times 10^{-5} mW/h and its stability against temperature fluctuation was 0.0035 mW/K. The temperature fluctuation of the radiometer was less than 4 mK. We proved that there was no need for active temperature control to obtain stable radiometer gain.

Turkish Journal of Electrical Engineering and Computer Sciences

A steel plate bonded with lead zirconate titanate (PZT) actuators was studied on the basis of finite element methods (FEMs). The damping amplitudes of this plate bonded with PZT actuators were obtained at different locations and under different control conditions by analyzing the distribution of the PZT plate's strain tensor in the first 4 modes. Furthermore, to reduce the unwanted disturbance and mitigate the errors from sensors, a base structure of the missile's strapdown inertial navigation system (SINS) is also proposed. The results show that the vibration control can be enhanced by increasing the number of the PZT actuators bonded. …

Localized Power-Aware Routing With An Energy-Efficient Pipelined Wakeup Schedule For Wireless Sensor Networks, Taner Çevi̇k, Abdül Hali̇m Zai̇m, Derya Yiltaş

Turkish Journal of Electrical Engineering and Computer Sciences

Depending on the evolutions in electronics, wireless sensor networks (WSNs) have been very popular in many areas of human life such as health, industry, and military. This popularity has drawn the attention of many researchers toward WSNs. WSNs are especially favorable in conditions in which it is physically difficult and dangerous for human beings to gather information. Therefore, the lifetime of those networks must be as long as possible, since it would also be infeasible to replace the energy-depleted sensors with new ones, as they may be deployed in such geographical areas that are difficult and dangerous for human beings …

In this paper, we study optimal in vitro realization of pulsatile coronary artery flows using newly proposed closed-loop feedback algorithms with a clearly defined mathematical performance objective, and we compare several flow control device technologies in terms of their ability to generate pulsatile flow signals as accurately as possible. In the literature, there are several published results for in vitro pulsatile flow realization systems. However, most of the proposed systems operate in an open-loop setting and use a single flow control device, and their performance is assessed mostly by graphical means without a clearly defined mathematical performance objective. Furthermore, some …

Abstract Feature Extraction For Text Classification, Göksel Bi̇ri̇ci̇k, Banu Di̇ri̇, Ahmet Coşkun Sönmez

Turkish Journal of Electrical Engineering and Computer Sciences

Feature selection and extraction are frequently used solutions to overcome the curse of dimensionality in text classification problems. We introduce an extraction method that summarizes the features of the document samples, where the new features aggregate information about how much evidence there is in a document, for each class. We project the high dimensional features of documents onto a new feature space having dimensions equal to the number of classes in order to form the abstract features. We test our method on 7 different text classification algorithms, with different classifier design approaches. We examine performances of the classifiers applied on …

Identification Of Linear Dynamic Systems Using The Artificial Bee Colony Algorithm, Özden Erçi̇n, Ramazan Çoban

Turkish Journal of Electrical Engineering and Computer Sciences

This paper presents an investigation into the development of system identification using the artificial bee colony (ABC) algorithm. A system identification task can be formulated as an optimization problem where the objective is to obtain a model and a set of parameters that minimize the prediction error between the measured plant outputs and the model outputs. The most common existing system identification approaches, such as the recursive least squares method and autoregressive exogenous method, are substantially analytical and based on a mathematical derivation of the system's model. Evolutionary computation, which seems to be a very promising approach, is an alternative …

In this paper, we introduce a new 3-dimensional quadratic continuous autonomous chaotic system. This system can generate strange and interesting attractors. Some basic dynamical properties, such as bifurcations, and chaotic behaviors of the new chaotic system are investigated analytically and numerically. We propose a nonlinear control scheme to discuss codimension 1 and 2 Hopf bifurcations. In addition, a new circuit implementation of the chaotic attractor is reported and examined in PSpice. The new system is suitable for purposefully generating chaos in chaos-based engineering applications.

Dynamic Stability Enhancement Of A Multimachine Electric Power System Using Statcom, Hasan Fayazi Boroujeni, Reza Hemmati, Sayed Mojtaba Shirvani Boroujeni Jan 2012

Dynamic Stability Enhancement Of A Multimachine Electric Power System Using Statcom, Hasan Fayazi Boroujeni, Reza Hemmati, Sayed Mojtaba Shirvani Boroujeni

Turkish Journal of Electrical Engineering and Computer Sciences

With the expansion of electric power systems, the size and complexity of the network is increased. One of the most important drawbacks of network expansion is the reduction in the damping torque of the whole system. The lack of damping torque can lead to fluctuations and instability in the power system. With regard to this problem, power system stabilizers (PSSs) have been widely utilized to improve power system stability. However, due to some drawbacks of the conventional PSSs, the need for finding a better substitution still remains. Therefore, in this paper, the application of a static synchronous compensator (STATCOM) to …

Resolution Enhancement Of Video Sequences By Using Discrete Wavelet Transform And Illumination Compensation, Sara Izadpanahi, Çağri Özçinar, Gholamreza Anbarjafari, Hasan Demirel

Turkish Journal of Electrical Engineering and Computer Sciences

This research paper proposes a new technique for video resolution enhancement that employees an illumination compensation procedure before the registration process. After the illumination compensation process, the respective frames are registered using the Irani and Peleg technique. In parallel, the corresponding frame is decomposed into high-frequency (low-high, high-low, and high-high) and low-frequency (low-low) subbands using discrete wavelet transform (DWT). The high-frequency subbands are superresolved using bicubic interpolation. Afterwards, the interpolated high-frequency subbands and superresolved low-frequency subband obtained by registration are used to construct the high-resolution frame using inverse DWT. The superiority of the proposed resolution enhancement method over well-known video …

Digital Evidence Education In Schools Of Law, Aaron Alva, Barbara Endicott-Popovsky Jan 2012

Digital Evidence Education In Schools Of Law, Aaron Alva, Barbara Endicott-Popovsky

Journal of Digital Forensics, Security and Law

An examination of State of Connecticut v. Julie Amero provides insight into how a general lack of understanding of digital evidence can cause an innocent defendant to be wrongfully convicted. By contrast, the 101-page opinion in Lorraine v. Markel American Insurance Co. provides legal precedence and a detailed consideration for the admission of digital evidence. An analysis of both cases leads the authors to recommend additions to Law School curricula designed to raise the awareness of the legal community to ensure such travesties of justice, as in the Amero case, don’t occur in the future. Work underway at the University …
