Flooding is a major threat to New Orleans due to its geographic location and geologic condition. However, potential groundwater flooding is seldom studied and poorly understood even though groundwater level is expected high in the city. High groundwater level might result in groundwater flooding in low-lying areas. High uplift pore water pressures may cause strong underseepage and risk levee safety. A numerical model for the NCMA aquifer complex is presented. The objective of the study is to develop a numerical groundwater model for the NCMA aquifer system to enhance the understanding of subsurface groundwater flow. Infiltration, streamflow, pumping, and return flows are implemented to characterize the aquifer complex over time. The numerical model is calibrated to municipal and monitoring well data, average monthly water balances, and hydraulic contours. Transient aquifer inflows and outflows are assessed in the results of the study and are compared to balance terms from previous studies. There is a great need for state governments to have effective watershed restoration and mitigation efforts to return degraded ecosystems to a stable, healthy condition. Given the growing investment in stream restoration efforts, there is an urgent need for tools to assess and improve the effectiveness of restoration efforts at local, state, and nationwide scales. In 2000 there was less than ten stream restoration permits provided by the state of Tennessee and has increased each year with almost forty permits issued in 2013.
