This research discusses the characteristics that make projects difficult to manage. Project inefficiencies and failures can be attributed to the structure of a system. Developing a measurement for complexity based on the number and nature of interactions in the system can allow project complexity to be reduced while still meeting project objectives. Previous research has identified characteristics or markers of complex systems but does not address how to measure or how to reduce a system’s complexity.

The objective of this dissertation is to develop Life Cycle Information Models (LCIMs) to promote consistent and credible communication of potential environmental impacts quantified through Life-Cycle Assessment (LCA) methodology. The introduction of Life Cycle Information Models (LCIMs) will shift the focus of pavement LCA stakeholders to collect reliable foreground data and adapt to consistent background data present within LCIMs. LCA methodology requires significant Life Cycle Inventory (LCI) data to model real world systems and quantify potential environmental impacts. To improve the performance of petroleum asphalt, bio-char was used as a modifier for a petroleum asphalt binder, in this study. The rheological properties of bio-char modified asphalt binders were compared with different particle sizes and contents, with one control and one flake graphite modified asphalt binder. Specifically, the bio-char modifiers with two particle sizes (ranging from 75 μm–150 μm and less than 75 μm) and three contents of 2%, 4%, and 8% were added into the asphalt binder. Multi-dimensional aspects play a vital role in the task of project-decision making. Environmental effects are to be considered in addition to other technical and non-technical aspects in order to avoid undue environmental damage. This current work introduces a new decision-making algorithm (Socio-Technical-Economic Project Selection or STEPS) that is demonstrated with the use of RCA (recycled concrete aggregate) as riprap for slope stabilization and erosion control which leaches chemical arsenic when in contact with water. In 1988 a landslide occurred at a construction site in Birmingham, Alabama in which a portion of the construction site required excavating a rock slope with a group of apartments that were located at the top of the slope. During construction, two separate landslides occurred causing one and half of the apartment buildings to collapse downslope. The slope failure was investigated by two firms. One firm investigated the site conditions and the second firm investigated the design of the cut slope.
