Risk-based asset management focuses on prioritizing the most critical assets by evaluating their risk of failure. A typical way to determine the risk of failure is by assessing the asset’s likelihood of failure and its consequence of failure. The goal of this paper is to present a consequence-of-failure model using a weighted-sum multicriteria decision-making method to evaluate the economic, social, and environmental consequences of wastewater pipe failure. The model incorporates 14 factors consisting of pipe characteristics and demographic parameters arranged into a hierarchical model to determine one final consequence-of-failure score. The knowledge of drivers on who has the right-of-way between the one on mainline lanes of a freeway and the one entering the freeway through on-ramp junction lane was evaluated. In addition, drivers’ opinions on how to make the on-ramp junctions safer were collected. A survey instrument with 21 items requesting drivers’ information in regard with demographics, freeway driving experience, knowledge of right-of-way and merging practices was used for data collection. Structural Health Monitoring (SHM) of transportation infrastructures is a complex task, typically conducted by visual inspection due to the technical and economical constrains of existing health monitoring technologies. It results that health monitoring is highly dependent on scheduling and on the judgment of the inspectors, which can be costly and ineffective. Thus, it is fundamental to automate the SHM process to allow timely inspection, maintenance, and management of transportation infrastructure. Fatigue cracks on steel components may have strong consequences on the structure's serviceability and strength. Their detection and localization is a difficult task. Existing technologies enabling structural health monitoring have a complex link signal-to-damage or have economic barriers impeding large-scale deployment. A solution is to develop sensing methods that are inexpensive, scalable, with signals that can directly relate to damage. In the design of wood stud walls with brick veneer, current design building codes specify that the wood stud wall should resist all in-plane and out-of-plane loads (IBC 2009). For out-of-plane loads, this assumption is entirely justified as the brittle brick veneer will crack and lose its capacity to resist bending. For in-plane loads, the brick veneer is significantly stiffer than the wood shear wall, and the veneer is unlikely to crack before the wood shear wall reaches its allowable capacity. This report presents an optimal control methodology designed to reduce the electrical consumption and operating costs at Army water supply pumping stations. The methodology, contained in a computer program called Optimal Control of Pumping Stations (OCOPS), enables water utility managers and operators to reduce the electrical consumption at pumping stations while maintaining adequate storage and system pressures for fire protection. OCOPS can be applied to any water distribution system and is not limited to any number of pumps, pump stations, or storage tanks within the system. Out of the 7,138,476 motorcycles operating on U.S. roads, 346,925 were registered in the state of Ohio in the year 2007. Although motorcycles represent only 2.8% of all registered vehicles in the state of Ohio, motorcycling accounts for more than 13% of Ohio highway traffic fatalities. The aim of this paper was to analyze traffic crash data by using a simplified method in determining significant factors that increase the risk of a motorcyclist being fatally injured once involved in a motorcycle crash in Ohio. The concept of overrepresentation, which is similar to relative risk, was used in identifying significant variables associated with the elevated risk of a motorcycle crash resulting into a fatality. The overrepresentation factor (ORF) was calculated for each variable of interest. ABSTRACT: The consolidation of grout in concrete masonry unit (CMU) walls is labor-intensive. Also, the grout’s Portland cement content has a high embodied energy demand – a non-sustainable characteristic. For the labor-intensive issue, chemical admixture self-consolidating grouts have been used in walls 12.67 ft. (3.86 m) tall, however the chemical additive can impose new limitations on the grout (non-robust characteristics). No admixture self-consolidating grout with high percentage Portland cement replacement have potential for robust and sustainable application.

Rail pad is one of the main components in ballasted railway track systems. It is inserted between the rail and the sleeper to attenuate dynamic wheel/rail interaction forces, preventing the underlying railway track components from excessive stresses. Generally, the dynamic design of tracks relies on the available data, which are mostly focused on the structural condition at a specific toe load. Black-box modeling for system identification and control can be constrained by the geometric scale of a plant. Those constrains arise from a technical or economical issue in obtaining input-output data sets for training purposes. Studies have already demonstrated the successful use of linear semiactive damping devices, such as variable orifice (VO) dampers, for semiactive TMD systems. More recently, nonlinear semiactive damping devices, such as magnetorheological (MR) dampers, have also been shown to be effective for semiactive control of TMDs. Though semiactive dampers differ widely, with responses ranging from linear (VO) to nonlinear (MR), criteria for choosing an optimal semiacive device for a TMD have not been rigorously developed. In this paper, a new type of sensing technique for damage localization on large civil structures is proposed. Specifically, changes in strain are detected using a capacitance sensor built with a soft-stretchable dielectric polymer with attached stretchable metal film electrodes. This sensor is sensitive to a change in strain that causes a change in its capacitance. Fixed to a structure, small changes in the strain can be monitored directly by measuring the change in the capacitance of the unit.
